* Principal adviser to the four-star Commander for matters relating to the planning, programming and execution of all aspects of the joint force development process, including joint training and education, joint and combined exercises, operational assessment, joint lessons learned, and joint readiness assessment and reporting.* Developed and implemented a comprehensive and effective staff training and exercise program for this newly established Unified Command. The program was a critical component for the command to meet an aggressive timeline for achieving full operational capability in less than 12 months. * Recognized functional deficiencies inherent in the initial organizational structure and processes of the command, and designed solutions to correct those shortcomings. Developed a concept for the realignment of functions and establishment of new processes and procedures that enhanced organizational effectiveness and efficiency.* Provided oversight and management of a combined annual budget of over $40 million in support of over 20 distinct exercise and training events conducted across Africa and at the command headquarters.

* Provided senior leadership and oversight to the command staffs of five helicopter squadrons and one intermediate-level maintenance squadron. Served as the acting Commanding Officer in the absence of the incumbent. Provided sound advice to the Commander on a wide variety of professional, administrative and personnel issues. * Coordinated all aspects of headquarters staff operations, and ensured that scarce personnel and material resources were effectively and economically utilized.* Successfully managed and resolved issues arising between the headquarters and subordinate squadrons; ensured that mutual goals were achieved and professional relationships were preserved.

* Led, supervised and managed all activities of a 140 person tactical helicopter squadron, to include aviation operations, aircraft maintenance, logistics, supply, aviation safety, and personnel management and administration.* Exceeded all monthly goals for aviation operations and training, aircraft operational readiness, and aviation safety for the entire duration of command.* Served as a squadron standardization, evaluation and instructor pilot and held all possible CH-53 pilot ratings.

* Supervised and managed the planning, coordination and execution of multiple squadron deployments from Hawaii to the United States and locations throughout the Far East. Ensured that all aspects of operations, safety and logistics were fully considered and accommodated. * Planned, programmed, and monitored execution of all elements of the headquarters financial management program. Ensured that all funds were appropriately expended, and that all budgetary controls were fully complied with.

* Planned and conducted numerous symposia, conferences and workshops on a variety of national security issues with global impact. Served as the impetus for the formation of a number of collaborative and cooperative communities of interest spanning the military, academia, and private and commercial institutions.* Developed and implemented budgetary planning processes and execution controls to ensure that scarce financial resources were applied in the most beneficial manner.* Provided critical input and feedback on analytical products for the National Security Council, the Joint Staff and the Office of the Secretary of Defense on future courses of action for Iraq stability and reconstruction.* Spearheaded an effort with non-governmental partners to analyze ways of improving foreign military capacity for effective peace support operations, providing valuable input into priorities for the U.S. Global Peace Operations Initiative (GPOI).

* Established the foundation and developed a framework for the merger of all operations and planning functions and processes under a single Assistant Chief of Staff.* Planned and executed a multi-tiered train and equip program in support of the Republic of Georgia Ministry of Defense. The program supported the development of strategic and operational planning expertise from the General Staff through Battalion level, and provided the training and equipment necessary to field five combat-ready battalions. Upon completion, subsequently developed a training sustainment program to ensure that capabilities were maintained and enhanced.* Led a multi-disciplinary team of functional experts to assess the status and capabilities of the Liberian Armed Forces, and developed comprehensive recommendations for its restructuring and professional development. The recommendations were ultimately adopted by the Department of State as the basis for the Liberian Defense Sector Reform program.

* Led and managed an integrated team of functional experts to develop the concept, organizational structure and operational architecture for the development and implementation of the EUCOM Plans and Operations Center. The realization of this transformational organizational approach resulted in significantly improved coordination and synchronization of staff functions across the full spectrum of operations. * Participated as a subject matter expert in the development of the Joint Training Information Management System (JTIMS). Made significant contributions to the program with regard to system content, structure, and methodology.* Developed and implemented the initial command directive that provided standardized operational procedures and processes for the planning and execution of joint training and exercises across all levels of command authority. * Managed the planning, programming and execution of the commands joint training and exercise program with a combined annual budget in excess of $55 million, supporting over 60 annual training and exercise events conducted throughout Europe and Africa and at the headquarters.

* Competitively selected to attend this top level professional development program, which is a senior-level institution that prepares selected military officers and civilians for senior leadership positions. ICAF conducts an executive-level course of study and associated research dealing with national security strategy and the resource component of national power, with special emphasis on acquisition and joint and strategic logistics and their integration into unified strategy and action for peace and war. * The curriculum included analysis of key defense management issues and their impact on the allocation and management of resources; study of the major systems used in procuring and managing human and material resources for defense; and analysis of the problems and capabilities of the industrial base in procuring material for defense.

* Responsible for the procurement and modification of CH-53 helicopters; led a diverse civilian/military team to achieve a wide variety of objectives in a dynamic, high-pressure systems acquisition environment. Managed a total program budget in excess of $180 million. Nominated for the Secretary of Defense Superior Management Award. * Utilized expert knowledge of the DoD budgeting process and acquisition system to justify reprogramming of procurement funds to resolve a critical safety of flight issue that resulted in the world-wide grounding of all H-53E helicopters.* Developed and implemented innovative concepts to extend the service life of the CH-53D while preserving the funding baselines of existing procurement and modification programs.* Formed and led a multi-disciplinary team to resolve financial carryover issues at Defense Industrial Activities which directly resulted in the preservation of $11 million of program budget.

* Planned, coordinated and supervised all aspects of squadron aviation operations and training. Ensured all flying hour program and operational readiness goals were met or exceeded.* Served as a squadron evaluation and instructor pilot, held all possible aviation qualifications. Consistently relied upon to tackle and solve the most contentious problems facing the command.

* Served as the senior advisor to the commander for all matters relating to the operational employment of CH-53E helicopters. Supervised and managed a detachment of 55 personnel and 4 helicopters, ensured that all matters relating to training and operational integration were successfully accomplished * Functioned as the squadron administrative officer, with responsibility for all personnel related matters for 370 Marines.* Acted as the detachment standardization, evaluation and instructor pilot.

* A Captain serving in a Major’s billet, planned, coordinated, prepared and executed all phases of the squadron’s combat deployment to Southwest Asia. While deployed, executed three separate relocations of the squadron within the area of operations.* Qualified as an aircraft commander in the CH-53E and attained all possible instructor qualifications.

* Successfully completed pilot training for conversion to the CH-53E helicopter.

* Served as the Officer-In-Charge of a six person team tasked with recruiting highly qualified college students and graduates for a variety of U.S. Marine Corps officer programs. Consistently exceeded all recruiting goals during the duration of the assignment, and was recognized as one of the nation’s top Officer Selection Officers. * Established a structured screening and preparation program for Officer Candidates which resulted in attaining the lowest training attrition rate of any Officer Selection Office in the country.

* Led and supervised over sixty aircrew and aircraft maintenance personnel assigned to the airframe and flight line divisions.* Qualified as CH-53D aircraft commander, instructor pilot, mission commander and post-maintenance check pilot.

* Trained and qualified as a helicopter second pilot in the CH-53D.

* Completed basic, intermediate and advanced flight training in the T-34C, TH-57 and UH-1 respectively.* Designated a Naval Aviator, February 1982

* Completed basic officer training, graduated in the top 20% of the class.
