I was the IT PM for the Comprehensive Primary Care (CPC) program initiative for the Center of Medicaid and Medicare Innovation (CMMI) at the Center of Medicaid and Medicare Services (CMS). ActioNet was contracted to provide IT Project Management support services for CMS/CMMI. I managed the web application developer contractor team that is responsible for implementing CPC’s Web Application, data collection and reporting application following an Agile SDLC. We assisted with the integration of CMS Quality Measures reporting application with the CPC Web application. I was also working with CMS to document their Business Process Model. I participated in and presented the weekly status updates with CMS. I worked with the customer on requirements and managing the release deployment plan and schedule.

For Aquilent I managed a $2.3 million T&M contract for the Division of Administration Services (DAS) at the National Science Foundation (NSF). Aquilent was contracted to provide Intranet design, development and maintenance support services for NSF DAS. I lead and managed the contractor team that was developing the new intranet, InsideNSF, using and developing SharePoint Content Management System components with in ASP .net web site. I participated in and presented the weekly status updates with NSF. I worked with the customer on requirements and managing the release deployment plan and schedule. I reported project financial information, revenue forecasting, and invoice reconciliation to NSF and upper management. I supported the management and procurement of subcontractors and temporary staff. As the supervisor of staff I will conducted mid-year and annual performance reviews, salary recommendations, training plans, and mentoring/coaching of junior staff. I also performed standard project administrative duties such as: timecard and expense report approvals, subcontractor SOW and invoice approvals, hiring manager recruiting and interviewing activities, on boarding and off boarding tasks, and directing work assignments.

For TransCore, a leading toll collection contractor, I was responsible for the management of operations and maintenance of the toll collection hardware and software projects for the Dulles Toll Road and Greenway. As the new Area Director, new to toll collection and this contract, I started studying the toll collection business, evaluating the technologies deployed at the toll roads, participating in planning meetings with Metropolitan Washington Airport Authority (MWAA) executives and gauging customer satisfaction, and analyzing and documenting TransCore’s existing business processes. I was evaluating new camera and variable message board hardware to be integrated with the existing toll lane controller and scheduling deployment on the roads.

In my last assignment/project for SAIC, I managed a ~$20 million T&M contract with 25 contractor/subcontractor staff for the Division of Technology Management (DTM) at Substance Abuse and Mental Health Administration (SAMHSA.) I worked directly with the customer on business issues and devised non-technical and technical solutions. I monitored and controlled the development and maintenance of the SAMHSA internet and intranet web sites, grants management, as well as several other web applications. I managed the infrastructure, architecture, operations, and administration of 25 servers. I introduced and implemented blade and virtualization solutions, supported and administered the SharePoint presence at SAMHSA (over 90 sites.), and proactively introduced innovation, presented, and received fast track approval for the first mobile application, Treatment Locator. I also coordinated and established the creation of the iTunes IOS Developer licenses for SAMHSA, reported project financial information, EVM, revenue forecasting, and invoice reconciliation to SAMHSA and upper management, and supported the management and procurement of subcontractors and temporary staff. As the supervisor of 15 SAIC staff I conducted mid-year and annual performance reviews, salary recommendations, training plans, and mentored/coached junior staff. Performed standard project administrative duties such as: timecard and expense report approvals, subcontractor SOW and invoice approvals, hiring manager recruiting and interviewing activities, on boarding and off boarding tasks, directed work assignments and new or change account requests. Directed and instituted operational process improvements to support SAIC’ CMMI Level 3 assessments and facilitate continuous improvements. Identified and worked with operational and technical functional areas to implement improved processes and reporting on change management and service level agreements.
