Janice Davis is a partner in the law firm of Davis & Steele, where she heads the firm’s Government Contracts Law group. Prior to founding Davis & Steele, Ms. Davis practiced in the law firm of McKenna & Cuneo, L.L.P., where she was an associate from 1984-1993, and a partner from 1994-1999. Ms. Davis practices in the areas of government contracts counseling, labor and employment law, and general corporate matters. The government contracts practice includes all aspects of pre-award and post-award government contract issues, including cost allowability and allocability, cost estimating and defective pricing, cost accounting standards, procurement integrity, protests, performance disputes, debarment and suspension, and contractor self-governance and compliance programs.In addition, Ms. Davis’ practice focuses on labor and employment law counseling with an emphasis on supervisory training, preventative labor relations, Equal Employment Opportunity (EEO) reporting requirements and compliance, civil rights matters, and alternative dispute resolution techniques. Ms. Davis also concentrates in the area of small and minority business counseling and litigation. She has counseled and represented small and minority firms on a variety of issues, including proposal preparation, teaming agreements, subcontracting, bid protests, claims preparation, the Small Business Administration regulations, and the Federal Acquisition Regulations. From 1997 to 1999, she served as General Counsel to the Maryland/District of Columbia Minority Supplier Development Council. Ms. Davis received her B.S. with a double major in Economics and Administration & Management Science from Carnegie-Mellon University (with honors), and her J.D. from the University of Michigan.
