Jay co-owned ACSL which provided software to the Ontario medical industry, and to Public Service Agencies, including OHIP Claims Branch Software (over $1 Billion in claims transacted through three generations of medical claims software) and Electronic Medical Records, Mental Health Consulting and Treatment Agency Software, Addictions Case Management Software and Victim Services Case Management Software. These systems contribute to the ongoing health and public safety of the citizens of Ontario. These systems are provincial level networks and applications and are still in use to this day.Jay was a product team development member, designed and created the support services division of the company, as well as the customer onboarding and training experience, authoring a 400 page user manual and knowledgebase system. Jay also supervised the support division with 8 staff reporting to him.

Duties includes installation and management of PBX technology, real time data acquisition equipment, terminal and data center storage and clustering devices, peripherals, and later supervised the management and performance of IBM 3081 & IBM 3091 mainframe systems and DASD/Tape Pool. Significant accomplishments include playing a key role in planning and transferring the complete technological infrastructure/hot-switch move of an 8 storey building over to a new purpose built facility with zero production downtime.
