• Directed all development projects, including budgeting/securing funds, planning, environmental, legal, engineering, architecture and construction aspects of this public airport on a former Air Force Base in Mesa, AZ. • Very unique, complex project, which promoted significant career growth, and increase in knowledge of many types of land and site development.• Envisioned and implemented the “blueprint for Williams’ future” as a major airport/industrial employment center for 17,000–20,000 employees, and Southeast valley multi-institution educational campus for 20,000–25,000 students. • Successfully resolved numerous challenges, including archaeological site discovery, environmental contamination, historic building issues, management of design & CD preparation for new backbone infrastructure, budget restrictions and airport related development complexities.• Sought and secured funding from numerous federal, state and local sources for Williams’ O&M, developed budgets, funding strategy, negotiation process and managed approximately $22 million in funds including over $4 million in consultant contracts.• Developed skills at working with politicians, public committees and community interest groups, and worked effectively to achieve goals and realize vision in a highly political environment.
