Jeff is a visionary and thought leader in synthetic environment modeling. (Synthetic environment modeling is closely related to terrain generation.) He is helping to shape the military's vision for the synthetic environment of the future: the Synthetic Training Environment (STE) and One World Terrain (OWT). Jeff is an experienced software development manager trained in scrum and agile methodologies. Jeff's team has practiced scrum for over 5 years on multiple projects and teams. Jeff leads teams in developing scalable software architectures that are cloud-based, platform-agnostic, robust, and scalable.Jeff has managed multiple small, medium, and large projects, ranging from 30K efforts to $2M/year efforts. Jeff is trained and has experience in project planning, schedule development, budget and financial management, earned value management, and customer relations management. Jeff currently manages a small, specialized R&D group that generates about $1.5M in revenue. He is trained and has experience in leadership, mentoring, situational leadership, coaching, staff performance assessment, staff recognition, and conflict resolution.Jeff writes proposals that value about $3M annually. He has been trained in proposal and technical writing. Jeff is responsible for hiring. He is involved in and ultimately responsible for each step in the hiring process, from postings to final offers and negotiations. Manager of the Synthetic Environment group. Responsible for performance reviews, budget, staffing, and overhead management for a group of 6-10 engineers, developers, and physicists.

For his first couple years at Northrop Grumman, Jeff's tasks focused on mechanical engineering efforts including structural analysis, CAD design, manufacturing support, and test support. Then Jeff transitioned to the modeling and simulation group. There he created many pre- and post-processing tools using Java, Matlab, and C/C++ to support modeling and simulation efforts. He worked with a team on a large-scale, high-fidelity radar model for the JSF aircraft. He also supported the development of a lab for modeling and simulation. He led a team in the development and integration of tools into the lab, as well as working on the architectural design team.
