Served as the Senior Civil Affairs Specialist (O-6 level) in Stability Operations Division (Stab Ops) within Special Operations Low Intensity Conflicts (SOLIC) at the Pentagon. Advised, provided expertise and guidance to the Deputy Assistant Secretary of Defense (DASD) for Stability Operations on theater and national level Civil Military Operations (CMO) and humanitarian operations by establishing liaison, coordinating policy activities and developing plans IAW international law, treaties and agreements to include: assessing operations and preparing plans concerning current and future Global War on Terrorism (GWOT) interagency initiatives; Formulated policy options with the National Security Council (NSC), Department of State (DoS), and the Office of the Joint Chiefs of Staff (OJCS) for using civil affairs assets in emerging and on-going crises. Advised the SECDEF on requests for DoD support to these operations and monitored the budgetary impact. Authored papers that the SECDEF used in cabinet-level meetings to influence national decisions on the U.S. role in multinational operations. Regularly briefed Congressional staffs on DoD policy, status of current operations and the potential use of U.S. forces. Coordinated with US government agencies, international organizations (IO) and non-government organizations (NGO) to synergize efforts; developed activities; assessed CMO requirements and prepared plans for future Stabilization Operations. Served as the senior specialist and liaison for Civil Affairs Plans, Policy, and Programs and civil military operations (CMO) for both USAREUR and USEUCOM staff sections, having primary responsibility for the USEUCOM/USAREUR WARPLANS, CONPLANS, OPLANS development and Theater Cooperation Security Program. Monitored and coordinated exercise development and planning in USEUCOM /USAREUR for the CACOM and subordinate units. Oversaw the command’s Joint Lesson Learned (JLLS) Programs utilizing experience in Joint Operations at the theater level and in Joint Task Force operations. Finance & Reconstruction Coordinator for CPA South, Iraq to Amb. Paul Bremer, Coalition Provisional Authority (CPA) Administer. Responsible for the inception, formation & leadership of the largest department within regional interim government to coordinate resourses for reviving the economy of southern Iraq. Responsibilities included rehabilitation, reconstruction and oversight of key Iraqi government ministries for 3.5m people across four southern provinces of Basra, Maysan, Dhi Qar and Muthanna. Personally responsible for all public finances, overseeing distribution of US$1.3 billion during period of tenure, including all public sector budgets, salaries and over 400 / US$300 million of lon-term reconstruction projects. Recruited and managed a coalition team of fifty specialists from all economic sectors including oil, essential services, finance, trade & industry, agriculture, health & social affairs. Significant results achieved in stabilising the economy in the south thereby improving security in Iraq’s second city and southern governorates within the British sector.•Third highest ranking official of the interim government responsible for civil administration in Southern Iraq.•Prioritized, coordinated & facilitated $150 million of emergency aid & development programs throughout a four province region.•Supervised the organization & opening of the Iraq National Bank (Basra) and 53 branch banks; distributed in excess of $100 million in payments to stimulate commerce and prevent wide scale civil disturbance, in a timely manner.
