- Led the $1.2B Sea Based Terminal program, transitioning the program from a concept into a Department of Defense Acquisition Program of Record. - Established the required high security environment for the program- Developed the acquisition strategy, formulated the contract strategy and released the Request for Proposals to industry for the first major phase of the program
