Oversee and direct community based efforts aimed at improving mental wellbeing and reducing chronic diseases. Focus on upstream primary prevention efforts with special emphasis on adverse childhood experiences and adverse community environments.

Develop organizational policies and procedures related to grant application review, award, and monitoring. Provide technical assistance to grantees and community partners in the areas of child health, child development, early literacy, and family functioning. Manage contract negotiations and development with multiple community partners awarded funds ranging from $5000 - $300,000 each. Represent First 5 Shasta on community collaboratives, workgroups, and advisory committees. Facilitate/Co-facilitate training and educational workshops for grantees. Develop educational materials for parents and providers. Respond to media inquiries.

Assist in the development of First 5 Shasta Implementation Plan and revised Strategic Plan. Represent First 5 Shasta at community events and in community presentations. Implement and oversee all components of the First 5 Shasta School Readiness (SR) Initiative: develop and coordinate services among three school districts and First 5 Shasta. Work with community partners, school principals, Family Advocates, and other school site personnel to plan and coordinate on-site activities designed to improve children’s readiness for kindergarten. Guide and support the work of SR Family Advocates. Develop and monitor SR related contracts, workplans, and budgets for school districts, professional service contractors, and other related community partners. Provide management and oversight of internal SR budget ($1.2 million). Assist in the development and implementation of results-based evaluation. Represent First 5 Shasta in county-wide planning for early care and education opportunities. Coordinate with First 5 California to ensure accurate and timely annual and fiscal reporting and compliance with contracts. Participate in statewide evaluation of SR Initiative.

Lead SCPH effort to assess and monitor the health status, health needs, and health care services available to mothers, children, and adolescents in County. Provide program direction and coordination in the areas of reducing perinatal substance abuse, reducing family violence, improving oral health of mothers and children, decreasing risk of obesity through improved rates of breastfeeding initiation and duration, reducing the risk of SIDS, improving access to prenatal and other family planning related medical care. Work with community organizations and medical providers to coordinate outreach and prevention programs to improve community health status related to above, as well as access to perinatal care. Oversee statistical analysis projects including needs assessments and evaluation projects. Assist in the development of and monitor the MCAH Program budget, including grant funding. Responsible for the compilation and submission of program related reports for state and local program requirements. Ensure staff compliance with Federal Financial Participation program guidelines. Collaborate across department branches to ensure program objectives are met. Act as liaison to MCAH-related regional, state, and community groups. Chair 4P's Plus Coordinating Council (Perinatal Substance Abuse Prevention). Negotiate and assist in the development of contracts. Monitor contractors. Supervise 7 staff across variety of professional disciplines.
