The Advanced Manufacturing Office within DOE’s Office of Energy Efficiency and Renewable Energy was the primary client. -Clean Energy Supply: Provide policy analysis, strategic planning and technical assistance to DOE’s Combined Heat and Power (CHP) program. Recommend R&D strategies to improve performance of gas turbine and reciprocating engine distributed generation systems, including renewable fuels and CHP.-Greenhouse Gas Analysis: Compile GHG emissions inventory and agency sustainability plan for the U.S. Department of Veterans Affairs.-Energy Efficiency: Advise DOE on its program to promote energy efficiency in the manufacturing sector. Provide technical analysis to Maryland’s Lawton Loan Program for organizations making HVAC, lighting and weather sealing upgrades.-Legislation and Rulemaking Analysis: Review proposed legislation and rules affecting DOE programs, including the American Reconstruction and Recovery Act (Stimulus) 1603 loan program, Clean Air Act, PURPA and Executive Orders (13423, 13514 and “Accelerating Investment in Industrial Energy Efficiency”).-Fuel Cells: Co-authored DOE fuel cell procurement guidance for federal facility managers and an EPA report analyzing how fuel cells can be used at Superfund sites.-Energy Storage: Co-authored guidance document making the business case for large-scale energy storage at electric cooperatives, including applications for reliability and renewables capacity firming.

Supported the U.S. Department of Energy's Industrial Technologies Program and private clients. Assisted DOE management in identifying and exploiting opportunities in energy-intensive industries. -Data centers: Analyzed the energy use of IT hardware, cooling and power systems in support of DOE/EPA National Data Center Energy Efficiency Information Program. Estimated GHG footprint and energy cost for data centers and evaluated options for on-site power generation and photovoltaics. -Emissions Analysis: Calculated energy consumption and GHG emissions for propane-fueled technologies versus conventional equipment for residential space heating, hot water, stovetop cooking and cotton defoliation. -Industrial Energy: Documented energy intensity (energy consumption per unit of physical production) for steelmaking, chemicals and paper industries for the period 1988 to 2006. Integrated results into industry profiles comparing efficiency improvements to practical minimum energy requirements.

Provided technical analyses to power generators, trade organizations and industrial clients. Recommend strategies on compliance plans, expansion plans and opportunities for marketing technology, primarily for private clients by tracking developments in the energy sector, new technologies and air pollution regulations. -Distributed Generation and Combined Heat and Power: Evaluated emissions control options for natural gas and diesel-fired engines and natural gas-fired combustion turbines operating as generators. -Emissions and Energy Use Analysis: Developed an emissions calculator to analyze energy consumption and emissions from existing and new boilers, chillers and onsite generation. The application uses efficiency profiles from ASHRAE 90.1, Energy Star® and manufacturers’ data. Estimated the number, capacity, age and primary fuel of boilers in the industrial and commercial sectors based on Department of Energy surveys and proprietary facility databases. -Environmental Analysis: Provided advocacy support for output-based allocation of NOx emission allowances under state ozone rules. Analyzed impact on emissions of SO2 and carbon from the construction of a natural gas pipeline in the Hubei region of China that would displace consumption of local coal currently used for power generation, industrial heating and residential heating. -Hydrogen: Performed a life cycle analysis and technical review for a new technology to produce hydrogen from natural gas. Report for private client included identification of early adoption markets and recommendations for additional research and equipment cost analysis.

Invited by Archbishop Njongonkulu Ndungane and Bishop Geoff Davies to assist in several local development projects and the church’s environmental initiatives.-Social Development: Supported the church in creating a development network to coordinate its social programs in southern Africa with a special emphasis on responding to the HIV/AIDS crisis.-Demonstrated renewable energy technology: Traveled to parishes and led discussions linking energy and social development. • Local projects: Planned a water reticulation scheme for agricultural projects and domestic water use on the church mission. Assisted the agricultural projects and helped to rehabilitate several buildings. • 2002 UN World Summit on Sustainable Development: Supported Bishop Davies and the Anglican Observer.
