My career began as an academic, completing a PhD at the ANU in Canberra in the spatial economic and transportation aspects of development in Fiji and Tonga.In 1975 I joined the Australian Public Service, initially working in Australia's aid organisation. Later I spent 3 years as Australian High Commissioner to Tanzania, with accreditation to neighbouring Zambia, Malawi, Madagascar, Mauritius and Comoros.After occupying policy advising and senior management positions at the SES level in the Department of Prime Minister and Cabinet; Department of Primary Industry; and the Public Service Commission, I resigned from the APS in 1989.My consulting career began in 1990 and I worked extensively overseas with the World Bank on public sector reform and senior government training programs.In 1992 I established the Centre for Public Management (CPM) which grew over the years into one of Canberra's largest public sector leadership training providers.In 2008 we broadened the base of CPM when Jeff Lamond, a former Merit Protection Commissioner, joined us to jointly establish a public sector reviews and investigation arm of the organisation, which in mid-2012 became CPM Reviews Pty Ltd.In 2010 my son, Drew Baker, became General Manager of CPM and later on 1 January 2013 CPM was sold to AIM, the Australian Institute of Management (NSW & ACT), with the company operating as a business unit within AIM.CPM Reviews was not affected by the sale and was sold in July 2016 to Mr Trevor Van Dam, who had been a Principal Reviewer in the business since 2009. More recently Trevor sold CPM Reviews to Paul Casimir.
