John recently joined RPA and brings 31 years of civil engineering experience on projects throughout Arizona. John has been involved in all aspects of civil engineering including but not limited too: planning, design, project management, construction management, inspection and testing for both public and private sector projects.In the past decade, John’s experience has also included the formation and processing of several special taxing districts throughout the State of Arizona. Recognized as an expert in a specialty niche, he has been a very valuable asset to the planning, design, and construction of public infrastructure projects around the State of Arizona. His experience also includes working at the legislative level with various lobbyists, the House of Representatives, and the State Senate. He played a key role in revising State Statutes to allow sanitary districts to pledge revenues for the purposes of obtaining engineering design loans. John has also worked with various funding organizations such as Water Infrastructure Finance Authority (WIFA) and United States Department of Agriculture - Rural Development (USDA-RD) commonly utilized in rural communities when financing the design and construction of public Utilities Infrastructure.
