Duties required leadership, including factors of timely performance, project management, earned value management, program controls, configuration/data management, performance to plan, and support of program objectives. I advised junior project managers in planning and schedule evaluation, providing project management processes, templates, and technical support. Reconciled program schedules to prime contractor's Integrated Master Schedules (IMS); reviewed document deliverables from prime contractor; validated contractor estimates; and coordinate schedules from various stakeholders. Developed and advocated the “Spiral” approach for technology planning, which enables evolutionary management of technology upgrades, testing and integration, and field installations simultaneously; and supported efficient CM and prioritization of a large number of requirements and upgrade requests. Monitored and negotiated prime contractor Work Breakdown Structure (WBS), encouraged industry-standard WBS usage, and supported accurate Earned Value Management (EVM reporting. As ZelTech lead for subcontract to General Dynamics, I supervised two other ZelTech employees at a remote site. Also responsible for local business development and company representation as ZelTech Boston Operations Manager, coordinating business opportunity assessment with ZelTech senior management.

From November 1998 to November 2001 (Reading, MA), Analyzed customer requirements, assessed feasibility for bid/no-bid recommendations, wrote technical proposals, authored project plans, ran trade show exhibits, and developed information technology business with state and federal agencies in the New England area. Developed hardware and software engineering documentation. Provided proposal and technical support to other Camber offices. Wrote other task plans, proposals, business plans, and reports, both internal and for Camber customers.From April, 1993 to October, 1998, served as Chief of the Information Management Section for the IISS contract on-site at the USDOT Volpe National Transportation Systems Center in Cambridge, MA. Provided data services, tools, and support to Federal project managers; planned and estimated projects; and managed part of the IISS contract. Developed many plans and estimates, using spreadsheets and MS Project. Subject areas included data standards and administration, policy analysis, logistics, CD and Internet information products, databases, and software technical support. Developed conference registration database including individualized meal and seminar tickets, and various reports, for the Defense Transportation Association. Developed an automated data collection system for hazardous substance detection and remediation for all US Postal Service facilities in New England and upstate New York, hired and supervised three asbestos inspectors to gather the data and run the remediation projects, and developed the scannable forms and scanner system to collect and report the results to the US Postal Service. Wrote statements of work and negotiated and managed subcontracts with fixed-price deliverables and milestone payments. Contributed to several proposal teams, and participated in other business development work. Developed project plans for Volpe Center customers, and the New England Region business plan for Camber Corporation.

In the predecessor to Camber's Volpe Center contract, (Technical Information Support Services - TISS), started the Information Management section and built it to a staff of 18 technical writers, course developers, and engineers, serving over 30 accounts and writing about $1.3 million of business per year. Main projects included a full DOD-STD-2167A-compliant documentation set for the US Army’s Transportation Coordinator Automated Command and Control Information System (TC ACCIS); the fiber optic signal distribution system for the New Denver Airport; data standards policy and procedures for the US Coast Guard Fleet Logistics Centers; multimedia training materials for the Office of Hazardous Materials Transportation; educational materials for the FTA Office of Motor Carriers; computer systems administration for the Air Force Computer Aided Logistics System (CALS); vessel hazardous materials database for the Coast Guard, and data standards administration training materials for the Defense Information Systems Agency. Participated in software development projects using Informix, Visual Basic/Access, and rapid prototyping tools. Principal writer for the TISS recompete proposal writing team. Designer of the contract’s initial LAN (in 1988, using TCP/IP and thin Ethernet to link PCs, Macs and Unix workstations and PostScript printers), and author of the contract’s annual technology plan. Author of about 40 project plans per year, including cost estimates and Microsoft Project schedules. Promoted from Staff Technical Analyst to Section Chief in 1988.

(Now Textron Systems Division) Led a group of five to eight technical writers and pubs distribution, to support the commercial customer side of this IBM mainframe timesharing service bureau. In collaboration with the writing team, developed a comprehensive users' guide for all services; evolved a consensus style and format guide; wrote announcements and user tutorials for all application software. Also taught courses in Waterloo SCRIPT as a publication tool for other Avco divisions and Headquarters. Pioneered development of data-driven automated form letters and manufacturing routing sheets for customers. Leadership style was collaborative, successful at building a mutually respectful and supportive team of professional writers.

Morgan Hill, Ca

Developed a learning disabilities clinic to serve teenagers, diagnosed learning disabilities and provided individual remediation, thereby enabling many to learn to read sufficiently to mainstream them to regular high school classes. Member of MHUSD's special education screening committee, which performed child studies, reviewed records and performance, and recommended next step in services for individuals. Designed (with two colleagues) a remedial reading program based on diagnosis of learning patterns, (and my experience with the LD lab), and the three of us plus two paraprofessionals served 350 students a day and achieved double the national reading improvement rates. As part of the National Writers' Project, developed and implemented a high school remedial writing program, and developed a valid instrument for pre-post testing of writing skills. Taught mainstream literature and writing courses at the high school level. Taught English and literacy three summers at the William F. James Boys Ranch, Santa Clara County Juvenile Court Schools. For seven years (at the same time as the above), taught a wide-range English program for adults, starting the English program for Morgan Hill Community Schools.
