Directed Transfer Coordinator's Office and coordinated the reception and classification process of persons to appropriate institutions based on incentive-based population management. Developed and managed the department's pandemic response based on Federal Emergency Management (FEMA) Incident Command System (ICS) principles. Activating and coordinating the command centers for each facility, ensuring the objectives for each operational period were established. Facilitated Administrative Detention and Restrictive Housing reform based on recommended guidelines outlined by the U.S. Department of Justice's (DOJ) "Guiding Principles for Restrictive Housing" and the national standards established by the American Correctional Association (ACA). Provided ongoing leadership development for Wardens and Division Supervisors to better manage their population through data-driven decision-making that reduced violence indicators and provided evidence-based meaningful programs to reduce recidivism. Prepared budget testimony for population management, staffing, infrastructure, and contract services. Developed and oversaw strategic plans of action that established performance goals and measured outcomes for key management staff. Maintained oversight of the Departments Statewide Tactical Response Team and Roster Management Team. Approved facility staffing plans, conducted annual reviews of authorized relief factors for each facility, and provided staffing needs to the Chief Fiscal Officer. Scheduled new correctional officer trainees for facilities upon review of their staffing analysis.
