I am a senior biologist with 30 years’ experience managing environmental projects. I have focused on natural resource projects including hundreds of confirmed wetland delineations, over a hundred Section 404 and Section 10 wetland permits, detailed mitigation studies including: site searches, feasibility studies, site designs including grading and planting, construction management and post construction monitoring. I have completed many hydrology monitoring investigations including surface and groundwater. I am listed with the US Fish and Wildlife Service to conduct certain rare plant surveys. I have completed Levels 1 and 2 of the Rosgen Stream Restoration and HEC RAS Steady Flow Training and use an integrated approach to stream assessment and restoration design, completing numerous assessments and designs. I have extensive NEPA experience. I am very experienced in Chesapeake Bay TMDL compliance, and was selected to a team of experts to develop a new perennial stream assessment method for the coastal plain of Virginia. I have provided expert testimony on wetland issues was a Subject Matter Expert in the development of Virginia’s Wetland Delineator Certification Program and currently reside on the Society of Wetland Scientist, PWS Certification Review Panel. I understand the relationship between engineering and science with long term experience supporting engineering design, survey and construction activities. That specialized experience dovetails with a broad stormwater experience dealing with alternative dam designs, Low Impact Development, combining stormwater and wetland mitigation in the same facility, stormwater retrofits, pervious concrete and underground storage as well as preparation of Stormwater Pollution Prevention Plans. I also have conducted long term research following 5 case studies dating back to 1993 where wetlands were designed/used to treats stormwater runoff while also providing wetland mitigation.
