Services Provided:John Malcom provides advice and thoroughly explains the proper application of railroad operating and safety rules and, when applicable, Federal Railroad Administration’s regulations that apply to those rules. He will provide expert testimony concerning those rules and regulations for the railroad industry. He will help railroads develop rules that not only comply with Federal Regulation but will be understandable by the work force. He will organize and update your rules in a clear and logical matter to be compliance with federal regulations.Work History:John has over forty years of railroad experience with the Chicago and North Western and Union Pacific Railroads including positions both in field operations and staff positions. He has extensive experience in the development of and proper application of operating and safety rules. As Assistant Vice President of Safety and Rules he had responsibility for and was directly involved in the development and implementation of operating and safety rules for the Chicago and North Western Railroad, many required by the Federal Railroad Administration’s regulations. He was directly involved in the development and implementation of the drug and alcohol and engineers certification programs for the Chicago and North Western Railroad. In 1995 he became regional Manager of Rules for the Union Pacific Railroad with system responsibilities. John served on numerous Federal Railroad Administration committees including the Railroad Safety Advisory working committee. He served as past Chairman of North American Operating Rules Association, a member of the Association of American Railroads Rules Committee (Vice Chairman) and the Association of American Railroads Safety Committee. He was a member of the General Code of Operating Rules Committee from its beginning in 1982 to 2010 (editions, I – VI). At time of retirement he was president of the Chicago Operating Rules Association.
