He developed guidance on developing measures for 18 critical infrastructure and key resources sectors, and created a portfolio analysis tool that enabled a private sector client to produce dozens of tailored views of portfolio data. CeoIndependent Consultant May 2001 - Feb 2004Dr. Mortensen assisted DOE’s Office of Energy Efficiency and Renewable Energy in developing guidance for measuring the performance and estimating the benefits of EERE programs, and served as the primary editor of EERE’s projected benefits report for FY2005. Working with the Industrial Materials for the Future (IMF) program, he estimated projected program benefits and identified performance measures that link IMF program activities to those benefits, resulting in more defensible benefit estimates. He also analyzed the logic of Aluminum and Metal Casting Programs, resulting in performance measures that link program activities to projected benefits. He developed ITP’s impact projection model that is used to estimate projected program benefits. In addition, Dr. Mortensen conducted a performance measures workshop for DOE’s Office of Electricity Delivery and Energy Reliability, resulting in program logic models and program area metrics.

Senior AnalystNational Renewable Energy Laboratory Jan 1998 - May 2001Dr. Mortensen assisted EERE with program benefits analysis and development of performance measures, and developed annual guidance for estimating the projected benefits of EERE’s programs. He also coordinated the integrated analysis and external review of program benefit estimates, and worked closely with programs to improve their performance measures. Estimated benefits and performance measures were used by EERE in budget development, in defending programs before Congress, and in meeting the provisions of the Government Performance and Results Act of 1993. Dr. Mortensen also analyzed factors associated with photovoltaic (PV) system costs and authored one of the few published reports containing actual data on PV system costs. -

He reviewed program performance measures and provided recommendations for their improvement. The performance measurement workshops and reviews increased attention to program performance measures and their links to program benefits. He also developed a customer database and a performance measurement database for EERE. In addition, Dr. Mortensen managed a web-based stakeholder review of DOE strategic goals. -
Research Technician IiCity Of Syracuse - Mayor'S Office 1988 - 1991Mr. Mortensen monitored state and federal budgetary developments potentially impacting the City of Syracuse. He coordinated a review of preliminary 1990 Census figures, resulting in thousands being added to housing and population counts. His analysis of the City’s utilization of minority- and women-owned businesses resulted in additional analysis and the reevaluation of related City policies. He served on the Mayor’s Subcabinet on Economic Development, and chaired the committee determining the future course of the City’s Records Management Program.
