• Manage 20-155 employees within the five locations of the wastewater treatment plant division. • Responsible for the weekly payroll of 120 employees and tracking bi-yearly and yearly reviews.• Responsible for the annual division human resource budgets that is $6.9 million of the departmental budget.• Maintains organization staff by establishing a recruiting, testing, and interviewing program; counseling managers on candidate selection; conducting and analyzing exit interviews; recommending changes• Ensures planning, monitoring, and appraisal of employee work results by training managers to coach and discipline employees; scheduling management conferences with employees; hearing and resolving employee grievances; counseling employees and supervisors.• Maintains management guidelines by preparing, updating, and recommending human resource policies and procedures.• Maintains the work structure by updating job requirements and job descriptions for all positions.• Prepares employees for assignments by establishing and conducting orientation and training programs.• Ensures legal compliance by monitoring and implementing applicable human resource federal and state requirements; conducting investigations; maintaining records; representing the organization at hearings.• Maintains the City’s pay plan by supporting periodic pay surveys; scheduling and conducting job evaluations; monitoring and scheduling individual pay actions; recommending, planning, and implementing pay structure revisions..• Increase team morale and retention by implementing training, effective evaluations and team building initiatives.• Member of the leadership and strategic planning departmental teams.• Responsible for final development, tracking and monitoring of all balanced scorecard metrics.• Create Request For Council Action and monitor division spending to receive approval from the City Manager and Council.• Assist Division Manager with communicating Utility wide business plan objectives and expectations. • Serve as Division Representative at key meetings.• Manage division SharePoint site. .
