As the IT Manager for the Park Employees’ Annuity and Benefit Fund, I am the key decision maker regarding the direction of the Fund’s technology future. I demonstrate my skills in many roles such as Solutions Architect, Business Process Advisor, Applications Project Manager, and the Management of Daily Operations and Troubleshooting. Developed Visual Basic as well as Access Basic applications that addressed vital operations such as check printing, check reconciliation, GL integration, 1099 printing, pension benefit calculation, statement printing and archival, as well as a host of other applications. Implemented a DocuWare imaging system in 2010 in hopes of moving towards a paperless office. Although the office has not completely gone paperless, the use and purchase of paper has been reduced by 75%.Developed and implemented disaster recovery plans to ensure business continuity within a 24-hour window. The disaster recovery plan addressed everything from office space requirements, to staffing, to system acquisition and restoration.Worked with various vendors to attain the most cost-effective as well as technologically-advanced solutions for the Fund. Such solutions include moving to a VoIP phone solution that reduced telecommunication costs by 30%; new copier agreement that incorporated scan to fax, scan to email, and scan to disk technology as well as color copies at a reduced lease amount; provided space requirements, as well as rental space analysis to help facilitate lease negotiations to extend office lease to 2023 at a rate that was 15% lower than market. Worked with reciprocal agencies to develop a centralized DB2 database that would maintain the contributions as well as status of all past and current members within the system. Database AdministratorIn 1994 the Chicago Park District began a major personnel and system restructuring project. The district outsourced all IT functions, and began a six-month project of replacing the legacy AS400 system with a UNIX box running an Oracle database as well as a financial application developed by SCI. I was part of the team to insure all current data elements were incorporated into the new data structures as well as the lead person to migrate the data to the new Oracle databases. Once the implementation was complete, I as well as four other members of the conversion team was kept in place to provide ongoing IT support. Created requirements documentation, project plan and test scripts for critical and high visibility projects.Coordinated activities in multiple client departments to ensure that testing, validation, and implementation were completed on time and accurately.Provided functional support and troubleshooting post-implementation.Managed many projects while working virtually and was able to keep on top of deadlines of team member schedules without issue.Successfully managed the organization’s system changes in a manner that allowed the client to go through the transition smoothly with a minimal amount of downtime.Created a host of MS Access database applications to address the need that was not covered by the SCI/Oracle application. At the time District 201 was responsible for the education of over 5,393 students, and had a support staff of 225 workers with 337 faculty members and a budget of 53.7 million.; Although hired to be a COBOL programmer, my duties quickly grew to address the needs of the growing District and the reduced IT staff. Developed or modified COBOL programs for testing, reporting, and scheduling. Provided network support for a Unisys A6 system.Supported users in the operation of CASTS 7.4.2 software.Provided DMSII database support, and trained second shift operators on required operations and tasks. Designed databases and applications for many departments using R:Base or Access. Such databases include: MIS Inventory, Cash Management, and Special Education Tracking.Maintained and supported many third party software packages. Packages include: SNAP Food Service Program, Follet Library Inventory Program, Baresford ID System, and CMI Testing.Maintained a strong working relationship with all administrative staff as well as the District 201 School Board.
