Civil Engineer & Transportation ConsultantI provide professional advice and design solutions for Transportation and Civil Engineering projects generally in connection with housing and infrastructure developments. I have also acted as an expert witness on highway, parking areas and drainage, as well as providing reports and giving evidence at planning appeals.My Transportation experience involves producing Transport Assessments and Transport Statements for industrial developments of up to £20 million and housing developments of up to 250 dwellings. The Transport Assessments necessitated carrying out traffic analyses of roundabouts and junctions using the computer analysis software ARCADY and PICADY. As part of this work I have successfully negotiated with and obtained approval from the Highways Agency (now Highways England) to various developments adjoining or close to a Trunk Road.As a result of my previous experience working in the Highways and Development Control Departments in Shropshire Council I have the awareness of what Local Authorities require which can assist in expediting a development scheme.I have extensive experience in designing highway and drainage schemes for Section 278, Section 38 and Section 104 Adoption Agreements. This has also involved the design of ghost island junctions, standard and mini roundabouts, designing various types of infrastructure schemes including drainage and sewer projects, together with producing a Flood Risk Assessment.Some of problems today when developers are looking at a potential development site are highway and drainage issues. I am able to advise on these aspects of a site and recommend to the client the best solutions to overcome any potential highway and drainage problems. I also produce preliminary highway, drainage and flood risk assessments in support of outline planning applications.

Director in charge of the Shrewsbury OfficeMy engineering work involved designing highways, roundabouts, producing traffic analyses using ARCADY and PICADY, designing various types of drainage and sewer projects and infrastructure schemes, including designs for Section 106 and 278 Agreements. I also advised developers on potential development sites where there were highway and drainage issues and recommend to the them the best solutions to overcome any potential highway and drainage problems.

My engineering work involved designing highways, roundabouts, producing traffic analyses using ARCADY, PICADY and OSCADY, designing various types of drainage and sewer projects and infrastructure schemes, including designs for Section 106 and 278 Agreements. All the design schemes I produced, and supervised, were with AutoCad, Micro Drainage WinDes and Elstree Computing's Professional Design System, then AutoCAD Civils 3D.My experience also included designing housing estates for Sections 38 and 104 Adoption Agreements, producing Flood Study reports, advising on, and resolving problems on aspects of planning, highways and drainage, as well as producing bills of quantities, contract documents and supervision of construction works.

My responsibilities included checking the Civil Engineering aspect of Planning Applications and plans submitted for Section 38 Agreements and subsequent adoptions, including proposals for Section 106 and 278 Agreements. I also checked and commented on the highway aspect of the Planning Applications and made recommendations or directions in respect of the same. This work involved writing committee reports, preparing statements for Planning Inquiries and, where necessary, representing the County Council at such Inquiries. My work also covered liaising with and advising other Departments of the County Council, District Council's and Developers regarding development proposals, including industrial and residential developments. In the absence of the Team Leader, I was responsible for the work of the section.

Highways Management UnitMy job was to survey, level, design and produce bills of quantities for highway improvement schemes; both in rural and urban areas and primarily within the highway boundary.The work also included the supervision of works on site, setting out, checking setting out, measurement and valuation of works for schemes undertaken by the Direct Labour organisation and Outside Contractors, as well as supervising work done by Trainee Technicians.

Development Control SectionThis was on secondment for a year, and involved assessing Planning Applications related to the highway and making recommendations to the District Planning Authorities regarding them. It also included checking Developer's plans for Section 38 Agreements.

Non Principal Road DesignThe work included surveying for new schemes and designing them either manually or by computer, calculating quantities and setting out road improvements both for minor works as well as for new link roads. I was also responsible for a number of Private Street Works Contracts and was the Resident Engineer for two schemes.
