About John Draper

I have 35 years experience representing clients in natural resources disputes and transactions. In recent years, I have focused on water rights disputes and transactions. I have been counsel for States before the U.S. Supreme Court continuously since 1991. I have argued before the Justices three times regarding water disputes. I have conducted some 300 days of trial before Supreme Court-appointed Special Masters. I am currently counsel for three States in ongoing interstate water disputes before the U.S. Supreme Court. I also represent private parties in water matters, primarily in the State of New Mexico. I regularly appear before the New Mexico State Engineer in administrative proceedings. I also handle appeals from State Engineer decisions, and court adjudications of water rights, and the purchase and sale of water rights.
