    In the aftermath of the devastating Cyber Attack on the HSE in May 2021, one of the key recommendations was that the HSE seek to “establish a transformational Chief Technology & Transformation Officer (“CTTO”) and office to create a vision and architecture for a resilient and future-fit technology capability; to lead the delivery of the significant transformation programme that is required, and to build the increased function that will be necessary to execute such a scale of IT change.” Recognising the urgency of driving this change, the HSE sought interim appointments from the market pending a permanent appointment. John took up this position reporting to CEO in June 2022 and fulfilled this role on an interim basis until June 2024.In his time as CTTO John led the establishment of a comprehensive, multi-year, multi-million-euro Cyber Transformation Program and also the development of the HSE’s Digital Health Strategic Implementation Roadmap (DHSIR) which sets out the vision, principles, and initiatives that are required to transform our health service digitally.Working with stakeholders across Health, Industry and the wider government John was instrumental for setting out the case of change and for increased investment in digital capability.His efforts have been key to strengthening the HSE’s Cyber Maturity, but also in setting out the plan for Digital Transformation to empower patients, support integrated care while also setting out how the HSE can deliver on its regulatory and EU requirements.
