General manager for the City of Garibaldi. I reported directly to the Garibaldi City Council, and managed all other employees and volunteers of the city. In my position, I was responsible for the administration of all city business, implementation and enforcement of city codes and policies, and oversight of all city departments and services. Specific city services included: fire and police services managed by the city; water treatment and distribution; wastewater collection and treatment; street and right of way management; storm water collection and management; municipal ordinance regulation; land use planning and regulation; tourism promotion (funded through the city's lodging tax program); urban renewal (agency and district managed by the city); and, various other services. Some of the specific responsibilities I held and tasks I performed in this position included: application for, and administration of, federal, state, local, and other organizational grants for various projects and services; the management of several significant capital improvement projects, both structural and infrastructure, from initial planning to final completion; oversight of the city's land use program, including several comp plan and zoning code amendments; hiring several key positions in the city, including a city engineer and fire chief; public speaking and communication functions for the city in a variety of situations; risk management and loss prevention at every level; record managements; and, various other roles and functions associated with management, HR, finance and land use planning.

While working in this role, I provided complete administration of all AP, AR, utility billing, and payroll functions in the city, and provided administrative support to the Land Use Planning, Public Works and Administrative Departments.Specifically I: administered the city's water and wastewater utility billing process on a monthly basis; managed all accounts payable and receivable for the city; acted as the administrative staff for the city's planning commission and city planner; processed all payroll for the city and ensured compliance with relevant state and federal laws and regulatory policies; produced meeting minutes for city council and planning commission meetings as assigned; administered records for the city; and, provided basic IT services for all departments of the city, including network administration for a Microsoft Windows P2P network and general help desk functions.
