Developed first national broadband plan for the United States--the economic, policy, and legal framework for the modern day broadband Internet access industry that was adopted by the FCC and upheld by the Supreme Court of the United States. Facilitated the widespread roll out of wired and wireless broadband infrastructure in the United States currently enjoyed by over 75m households and 200m wireless users. Additionally advised Chairman Powell on media ownership, digital television, spectrum allocation, local telephone, and homeland security policies.
