Directed and managed the efforts to ensure accurate reporting and overall financial stewardship for a $20MM financial operation.Strategies included: Provided direct oversight in financial accounting functions for a staff of 3 Managers and 6 staff positions including, but not limited to processing payroll, procuring supplies, equipment and construction, and processing receipt payments & billings.  Established and directed the procedures and controls to Chancellor, Departments, Office of State Budget Management, Governor’s Office, Legislature, UNC-General Administration, and other regulatory agencies.  Served as the Internal Control Officer and key liaison for the annual external audit for the NC State Auditors; reported to the Vice Chancellor for Finance and Operations. Led a financial team through the first successful Financial Statement Audit, resulting in NC State Auditors issuing an audit report with no findings.

Spearheaded and coordinated financial planning and budget management functions for an Institution of higher education with a $16MM operating budget. Strategies included: Managed the preparation of the institution’s monthly budgets and periodic financial statements for distribution to local, state and other recipients.  Participated as a liaison for annual external audit with the Office of the State Auditor in addition to serving on strategic planning and accreditation committees as appointed by the President.  Led the implementation of College Information System (CIS) for financial reporting including payroll.  Developed and implemented procedures and systems to improve the decision-making process, presented relevant information to executive management. Assisted in establishing short- and long-range departmental goals, objectives, policies, and operating procedures.

Strategies included: Executed the implementation of a new systems technology that integrated the Purchasing and Payroll functions into a seamless operation for the school district.  Determined and assigned password security access to the Central AS400 computer system which eliminated the dependency for a courier service, improved the expediency and accuracy of payroll processing, and ensured same day order processing.  Prepared and presented a $12MM budget to a five member County Commission Board, leveraged expertise to influence the board to accept the budget request with minimal changes.
