Working as a Lead Technical Assistance Provider under contract with EnDyna, providing support for applicants to the U.S. Environmental Protection Agency's $1.9 billion Community Change Grant. Current clients include cities, universities and community-based organizations from Vermont to Arizona (E-W), and Michigan to Louisiana (N-S). Expert at interpreting Notice of Funding Opportunity and helping distressed communities define, refine and strategically position their concepts on environmental justice, climate action and pollution reduction to maximum scoring in nationwide competitive grant application cycle. I develop grant application workplans and secure additional technical assistance from subject matter experts in areas ranging from stormwater management, to green infrastructure, air pollution mitigation, and solar grid engineering, as needed. Grant applications range from $1 million to $20 million each.

I led a unit that administers the U.S. Department of Education Perkins career-technical education grant to Ohio, distributing the grant and leading Ohio's 89 local career-technical planning districts in developing local needs assessments and four-year plans for improving career-technical education offerings across Ohio, from urban to rural areas, encompassing local workforce development priorities and the needs of businesses. In addition, I led my unit in federal grants management, including pre-award risk assessment, fiscal monitoring and compliance with myriad other interlocking state law and federal grant requirements including monitoring of allowable costs, compliance with federal administrative regulations for education and uniform grants guidance.I present at trade association conferences and lead technical assistance workshops both in-person and remote.

Three years after being hired as the first Executive Director to lead a "start-up" nonprofit organization, I led a 230-person community planning process, with stakeholders from the business community to grassroots neighborhood groups and won a $100M federal (U.S. Department of Housing and Urban Development) competitive grant application for Round 2 Urban Empowerment Zone designation for Columbus, Ohio.As the lead entity for the grant, developed and implemented the Columbus Empowerment Zone Strategic Plan, by developing and growing new initiatives to support low-income communities -- with clean audits for each of the 20 years audited. Secured and leveraged grant dollars for community and economic development. Worked on integration of workforce development delivery systems, created programs to develop real estate, managed community development lending for small business growth and real estate development, connected unemployed and underemployed in the central city to job growth areas, empowered neighborhood residents, revitalized central city business districts. Planned and built grocery-anchored small shopping center and other housing and commercial building renovations, partnered in restoration of 13-unit apartment building. Developed plan for the $30M renovation of the 1880's era historic Trolley Barn/East Market project.Worked with businesses and neighborhood leaders to end open air drug dealing and associated gun violence on East Main Street in Columbus's Near East Side.Built organization to receive "Standards of Excellence" designation from Ohio Association of Nonprofit Organizations, and gained certification by U.S. Department of Treasury as a Community Development Financial Institution.Program was recognized nationally with "best practices," and chosen to host the 2001 White House Community Empowerment Conference, featuring Vice President Al Gore, three cabinet secretaries and 1,200 community development practitioners from across the country.

Co-led a citizen's ballot initiative seeking to chance Columbus city charter to make the form of our city council more responsive to the needs of all its people and neighborhoods. Secured more than 30,000 petition signatures to place an issue on the ballot to change from an archaic 7 members elected at large, to 3 members at large and 10 elected by district (like every other big city government in the nation). While the initiative failed at the ballot, the issues of law and equity that we raised continue to be debated, and a broad consensus has emerged that Columbus needs to change to keep up with the time and our growing and increasingly diverse population. Continued the effort through a second ballot initiative (Everyday People for Positive Change), which again gained sufficient signatures to get to the ballot, pushing the city to advance Issue 3 to the May 2018 ballot where a ten district format was adopted.

Recruited to monitor and manage several Medicaid operations units, including medical operations, managed care, tort, and surveillance and utilization review sections. Steered 4 Bureau Sections with 240 employees to more effective roles in managed care environment. Oversaw research and development of Health Maintenance Organization encounter data validation process. Administrated Medicaid managed care initiative unit, and billing fraud and review unit. Led labor relations in units.

Formulate and direct the implementation of policy for $6 billion state Medicaid program. Monitor the maintenance and development of associated Medicaid computer systems. Negotiate and resolve competing internal objectives and interests. Monitor Medicaid-related developments in Congress and advise affected parties of appropriate state-level response. Oversee development and implementation of media and legislative relations plan for major public initiatives. Meet with trade groups, providers, legislators, and other stakeholders to communicate policy and direction, and to resolve issues.
