• Responsible for leading teams, developing work plans, serving as the principal staff contact for clients, organizing/presenting briefings, and managing project budgets/deliverables. • Directed a project funded by the United States Agency for International Development to review and validate curricula used by the Government of Iraq to train its civil servants. This project concluded with validation certificates being presented to qualifying courses at a January 2011 conference in Baghdad. • Directed the Academy’s review of the National Park Service’s Natural Resource Stewardship and Science Directorate (NRSS). This project concluded with a published Panel report entitled, Strengthening America’s Best Idea: An Independent Review of the Natural Resource Stewardship and Science Directorate (June 2010), that validated the critical importance of NRSS; presented a high-level strategic agenda to guide future NPS and NRSS natural resource activities; and included practical recommendations for addressing key internal organizational issues.• Directed the Academy’s review of Grant Thornton’s assessment of the U.S. Department of Agriculture’s Natural Resource Conservation Service agency. This project concluded with an internal report submitted to Grant Thornton summarizing the results of the review and presenting advice to senior NRCS officials on how to develop/implement a more effective performance measurement system.

• Functioned as Deputy Project Director and served as Project Manager for the Academy’s National Aeronautics and Space Administration (NASA) Technology Transfer study. • Taught “Concepts and Approaches to Public Administration” (Spring 2002)—a Masters of Public Administration (MPA) course on the origins and development of the administrative state, major theoretical approaches to public administration, the political environment of bureaucracy, and the role of public administrators in a democratic state.• Taught “Design, Implementation, and Evaluation of Public Policy and Public Programs” (Fall 2000)—the third and final MPA course in the public policy series covering policy analysis, policy implementation, and program evaluation.• Taught “Public Administration and Policy Inquiry” (Spring 2000, Summer 2000)—the MPA quantitative and qualitative methodology course on research design, ethics, data collection, and data analysis.
