About Joseph Nieto
I will graduate from University of Nebraska-Lincoln School of Law in May, 2025, with a focus in space, technology, and national security law.During my time at Nebraska Law, I engaged with the space and technology policy and legal community. I spent my first summer with the Satellite Industry Association in Washington, D.C. where I coordinated and edited FCC RFC submissions and drafted internal policy and legal documents.I spent my second summer learning rocket science and assisting the legal and export control departments at United Launch Alliance. There, I utilized my knowledge of science and engineering to communicate complex ideas from engineers to the legal department. I worked on matters from litigation to national & state A.I. policy to contract review.At UNC-Chapel Hill, although I was comfortable set to graduate with a B.A. in philosophy, I threw myself into math and physics during my junior year to achieve one of the fastest Physics degrees at the college. During my studies, I participated in astronomy research where I used telescopes in Chile to look for aliens in the upper main sequence (which I may have found!). My professional interests include:- Working directly with engineers, scientists, and lawyers to "translate" highly technical language from both domains. - Computer systems and architecture, including issues related to cybersecurity and artificial intelligence.- Licensing & compliance for space launch vehicles (rocket ships!!), space launch systems, space launch infrastructure, and payloads.- Export control issues (while at ULA, I found export control to be some of the most fulfilling and insightful work that I did there).- Environmental compliance & ethics.- Trade secret, copyright, and patent protection strategies.While at UNL-Lincoln School of Law, I the subjects that are important to me and society. I planned a course load where I could learn foundational skills to be an effective advocate for any client while tailoring my pre-existing experiences to the law. With these courses I have learned how to analyze change and have began thinking of new ways to merge new technologies and old institutions. Patent Commercialization Analyst Intern
As a Commercialization Analyst Intern at NUtech Ventures, I facilitate technology transfer from the lab to the commercial space. I manage and commercialize a diverse portfolio of technology stemming from innovative research conducted at the University of Nebraska and its affiliates. To do this, I study and communicate inventions, perform prior art searches and IP strength analyses, and conduct market analysis using market reports of global and domestic trends. I use this information to create technology portfolios to inform NUtech whether they should invest in a particular technology and, if they should, which companies they should market to and what strategies would be most effective.

In this role I advocated on behalf of the commercial U.S. satellite industry on policy, regulatory, and legislative issues affecting the national and international satellite business. I assisted SIA representatives in Washington, DC by writing and advocating industry positions for key policy makers on Capitol Hill and with the White House, Federal Communications Commission and key Executive Branch departments and agencies.My projects included studying, summarizing, and conveying key industry positions on governmental issues in the FCC, NTIA, USDA, White House, and OSC. I created summaries and responses to RFI's, NOPR's, and requests for comments on a variety of issues, including: SSA services provided through TraCSS, development of a U.S. National Spectrum Strategy, the need for the Universal Service Fund, the costs, benefits, and needs of satellite services in rural America, and the potential of space as a critical infrastructure sector.

Collaborated with active researchers across the country to define ethical theories regarding virtue ethics, environmental ethics, and human-animal ethics.Combined science and philosophy into a thesis regarding the ethics and viability of utilizing space resources to benefit life.
