Provides management, oversight, and leadership of the Civil Works Integration Division’s National Programs and serve as the Civil Works lead for the Data management nd modernization prgrams . This includes but is not limited to serving as the principal advisor to the Senior Executive Service Director of Programs on data management and automated information endeavors.Providing leadership and guidance in responding to issues raised by the Deputy Commanding General for Civil and Emergency Operations, Director of Civil Works, Chief of Engineers, Assistant Secretary of the Army (Civil Works), and the Office of Management and Budget, as well as, Congressional sub-committees members responsible for the Corps' Civil Works AppropriationsLead the program’s support of all digital and automated information system requirements to develop and manage the annual appropriations and funding processes for the Civil and Emergency Operations Directorate missions. Oversee and provide and strategic direction for the operation, maintenance, and modification of the Civil Works Program’s automated information systems utilized in the day to day operations of the Civil Works missions. Specifically, ensure the interoperability of data; establish data sharing; educate Civil Works mission areas data informed decision processes, institutionalizing data-driven decisions.Corps of Engineers' mission encompassing the nationwide activities of over 24,888 employees who operate and maintain infrastructure valued at $232 billion that includes 609 dams, 4,330 recreation area and 12,000 miles of waterway and 936 harbors across the United States and U.S. territories

Serving as the Interim Director and Program Manager of the Civil Work Business Intelligence Program for the U.S. Army Corps of Engineers, Mr. Soderberg leads the overall portfolio of data management methodologies and information management systems that support the Civil and Emergency Operations Directorate, under the policy guidance of the Chief of Engineers and the Assistant Secretary of the Army (Civil Works).Mr. Soderberg is a leader in the use of innovative Business Intelligence processes for making the Civil Works operational Data assets visible, accessible, usable, and interoperable across the federal and public data landscapes while implementing sound data management practices. Utilize my Federal and Private sector Program Management experience to plan, organize, and direct the program execution of the $5 Billion annual Civil Works appropriation. Management responsibilities include identifying and resolving issues requiring substantial team coordination of functional elements related to Planning, Construction, and Operations Maintenance Programs. Develop national Policy, and Human Resources Strategies.Manage day-to-day operations for executing Major Subordinate Command (MSC) and District funding work allowances including special instructions related to funding for studies, planning, and construction management of federally authorized projects in the United States and territories.

Manage components of the Civil Works Regulatory Program providing timely/quality guidance and direction in delivering a transparent, efficient and constant program. Provided leadership to 8 Divisions, 36 District's and directed activities within those programs to include the effective execution, management of and integration with other civil programs. Provided national level guidance and direction as related to federal laws, pertinent executive orders and the develop proposed regulations as warranted. Managed the national Regulatory Program account, executing over $200 Million in annual appropriation and $25 Million in ARRA funds in support of over $220 Billion in public/ private development activities.

Effectively administered the US Army Corps of Engineers Civil Works-Regulatory program in coastal South Carolina with a focus on long-range planning, goals, and staff self development. Supervised all major regulatory functions, which consisted of permit processes, environmental impact statement development, NEPA, public outreach, training and post permit compliance and enforcement processes

Evaluated complex Department of the Army permits under the regulation of the Clean Water Act and Rivers and Harbors Act. All reviews of work in waters of the United States work was done to ensure that regulated activities were not contrary to the public interest, considering environmental, social, and economic concerns. Promoted efficiencies, and directed the enforcement of Federal laws, regulations, and Department of the Army policies across Florida, the Commonwealth of Puerto Rico, and the US Virgin Islands.
