Work across City departments providing services in strategic planning, inter-departmental coordination, program evaluation, process and program improvement, policy development, research and analysis, and contract management. City department clients and projects involve multiple areas of city services, e.g. racial equity, economic and workforce development, housing, human services, public works, public safety, public transportation, public utilities, and nonprofit contracting. Managed two department programs, including managing staff and contractors, budget, work plans, and program improvements and evaluation. All projects involve highly independent project management, including developing project plans, managing project budgets and hours, and managing project staff, clients, and consultants.

Lead Planner/Facilitator, Controller’s Office Racial Equity Action Plan: Designed and led the process to develop the Controller’s Office Racial Equity Action Plan. Managed the Controller’s Office planning team and City Performance Unit planning team, facilitated staff discussions, developed a high-level and detailed work plan and task schedule, provided planning tools for all divisions, drafted and analyzed a staff survey, and will guide the team to draft the final action plan by December 2020.Lead Planner/Facilitator, SF Office of Racial Equity: Citywide Racial Equity Framework, : Worked closely with the newly founded Office of Racial Equity to map out the requirements and timelines for implementing the Racial Equity Ordinance. Facilitated weekly planning sessions with the Office of Racial Equity Director to develop a participatory planning process for the creation of the Citywide Racial Equity Framework. Provided guidance for best practice research on racial equity offices in peer jurisdictions and guidance on development of a one-page communications piece to describe the Racial Equity Ordinance and the role of the new office.

Task Force Facilitator and Team Lead: developed a policy proposal template integrating a racial equity lens used to develop Task Force policy proposals. Designed the process and facilitated a series of meetings to generate policy proposals for the Vulnerable Populations Policy Group - a 20-person sub-committee of the Task Force. Managed a 12-person team on key tasks, including designing the process, determining staffing and managing the timeline, executing tasks alongside the team, and drafting key deliverables. Key tasks included organizing and facilitating 15 community focus groups, integrating community input into ~60 Task Force policy proposals, analyzing results of focus groups and other data sources into a summary document for the Final Task Force Report, guiding survey analysis, and conducting a review of all policy proposals to ensure a racial equity lens was used in policy development.

In response to the US Department of Justice assessment of policing practices in San Francisco, designed a strategic planning process to identify needs and priorities for improved community policing practices. Working closely with the Commander of the SFPD Community Engagement Division, facilitated bi-weekly meetings with a working group of community stakeholders to inform the planning process. Designed and executed research to inform the planning process, including facilitation of SWOT analysis sessions, best practice research, and internal and external stakeholder survey efforts. Led all aspects of the project, including client management and supervision of a junior analyst.

Program Management, 2012-2014: Developed the program’s annual work plan, facilitated quarterly steering committee meetings of City department decision-makers, managed consultant contract to provide training series for city departments and nonprofits, coordinated and led semi-annual workshops for city staff, analyzed citywide monitoring data and program performance measures to develop the annual report. Created the first data entry system for city staff to move program monitoring documents from paper-based to digital, analyzed and reported program data at a more detailed level for the first time in the program’s history, thereby providing new insights into the needs of nonprofits contracted by the City. Related Projects:Mayor’s Nonprofit Working Group: Designed a cross-sector stakeholder engagement process bringing together City department heads and nonprofit executives to develop Citywide policies on nonprofit contracting. Facilitated focus groups with City departments on how to improve monitoring efforts to support nonprofit sustainability and more robust evaluation of program performance. Drafted consultant scope, led RFP process, and managed the selected consultant. Bayview Impact Assessment:Convened major City departments to assess the City’s collective nonprofit funding efforts in the San Francisco Bayview Hunter’s Point neighborhood and identify opportunities to coordinate across City departments. Created a data collection tool, analyzed and presented results, and facilitated discussions with participating departments.

Worked closely with the Dept of Neighborhoods Outreach Team that supports DPD's neighborhood planning division.Seattle's Neighborhood District Councils Visioning Process: conducted qualitative research to support the process (i.e. stakeholder interviews, focus groups, and surveying).
