Director of the Government Alliance on Race and Equity, a national network of cities, counties and regions working to achieve racial equity. There is significant opportunity and leverage when government makes a commitment to achieving racial equity, focusing on the power and influence of their own institutions, and works in partnership with others. The Alliance approach is three-pronged: 1) Support a specific set of jurisdictions that are at the forefront of work to eliminate racial inequities, 2) Develop a “pathway for entry” into racial equity work for new jurisdictions from across the country, and 3) Build local and regional collaborations that are inclusive of community based organizations, government, academia, philanthropy, labor, business, faith-communities and other institutions. This project is a part of the Haas Institute for a Fair and Inclusive Society at UC Berkeley (Director john powell), where Nelson is a Senior Fellow.

Seattle

Provide equity, inclusion, and organizational development workshops to community based organizations, philanthropy and government institutions, including cities, counties, and the federal government. Work with organizations to develop and implement equity tools. Provide leadership coaching for directors, administrators, and CEOs.

 Provided executive leadership and management; oversaw the enforcement of discrimination laws; developed, evaluated, implemented and led the Race and Social Justice Initiative and the Gender and Social Justice Initiative; co-chaired the Gender Equity in Pay Task Force; developed community outreach and education programs to serve the needs of residents, community based organizations, and governmental agencies and informed Seattle residents about civil and human rights; researched, analyzed and recommended policies to deal with emerging civil rights issues; provided technical assistance to commissions, including the Seattle Women’s Commission, the Lesbian, Gay, Bisexual and Transgender Commission, the Commission for People with disAbilities, and the Human Rights Commission.

 Managed planning, policy and evaluation; led the development of department plans, such as the Strategic Investment Plan and Consolidated Plan; identified human service issues in the community and ensured department programmatic responses; developed and implemented key human service policies; ensured a streamlined and efficient contracting system; facilitated community engagement processes and overall community relations.

 Provided assistance to cities and states across a four-state region for the development and/or improvement of their Consolidated Plans for Housing and Community Development. Specific types of assistance include one-on-one consulting, group training, facilitation of public workshops and client focus groups, collection and analysis of data, and development of anti-poverty strategies that integrate housing, human services and community development programs and policies.

 Managed policy, planning and program development for Seattle’s Department of Housing and Human Services; led teams consisting of internal staff, other City departments and government entities, non-profits, community organizations and clients to develop goals, strategies, and programs to address emerging needs, improve system coordination and develop innovative programs and services; led the development of an outcome-based funding framework; represented the department on bodies such as the Mayor’s Housing Action Agenda and the Neighborhood Planning Review and Response Team.

 Conducted comprehensive evaluations of energy assistance programs; designed, implemented, managed and evaluated conservation and energy assistance projects. Specific projects included evaluating the effectiveness of conservation programs, developing effective assistance programs for low-income customers, measuring customer satisfaction, and focusing service delivery improvements.

 Prepared and analyzed department operating and capital budgets; performed revenue and spending analysis; managed and monitored departmental resources and expenditures.

 Conducted comprehensive evaluations of conservation programs; designed, implemented, managed and evaluated conservation projects.
