Manages traffic operations within the Transportation Department to include budget preparation and the general management of daily activities and schedules, operations, maintenance, and repair of municipal traffic signal, traffic sign, pavement marking, roadway lighting, and guardrail assets. Reviews and maintains traffic plans and capital improvement plans and manages locally administered state and federal traffic projects and local traffic control device construction. Performs traffic studies and collects and analyzes data; provides personnel management, technical leadership and expertise to subordinate staff; and responds to requests for service and resolves complaints from residents, elected officials, senior staff, and other internal and external customers.

Manage the central signal control system (ACTRA)(MaxView), including monitoring system’s capacity and flow, identifying and reporting communication and computer system problems, troubleshooting equipment functionality in the Traffic Management Center (TMC) and in the field. Repair, maintain, install, configure and program electrical, electronic and computer equipment associated with traffic signals system like, cabinets and controllers, vehicular/pedestrian/bike detection systems, remote traffic data collection system, emergency and transit preemption systems, uninterrupted power supply systems, and variable message signs (VMS) for real-time traffic information. Interpret complex traffic signal plans like overlap pedestrian, split, and delayed overlap phase plans, and translate them into microprocessor language for advance programming of ACTRA / MaxView, and traffic signal controllers at the signalized intersections. Perform timing adjustments to the traffic signal coordination system, collecting remote traffic data, and downloading real time traffic information for VMS. Analyze data for broadcasting real time traffic and emergency information to the travelling public. Respond to individual traffic events by diagnosing incidents and providing coordinated and timely responses to traffic incident management by making changes to the existing computerized traffic signal data base plans. Program and implement preemption/priority for emergency vehicles, and public transit. Develop and review technical specifications and design details of traffic signal sub-systems such as vehicular, pedestrian and bike detection systems, emergency and transit preemption/priority systems, remote data collection system, hawk pedestrian traffic signals and interactive audible countdown pedestrian crossing system.
