Reporting to Director of Fiscal Affairs, I head the Fiscal Responsibility section which responds to Article 216(3)(c) of the Constitution of Kenya 2010. In this role, I develop, implement and periodically review sectional strategy while contributing to both departmental and organisational strategy; cordinate donor funded projects by developing concepts, negotiating funding, compiling workplans, articulating donor financing requirements, ensuring adherence, monitoring implementation and bringing projects to financial closure; develop sectional budgets while contributing to departmental and organisational budgets and assisting CEO in defense of CRA budgets at the National Assembly; I also manage three technical programs: County Creditworthiness Initiative, Fiscal Reponsibility Reporting and Market Based Finance Initiative; and report to Commission committee on Public Financial Management on Fiscal responsibility section's work-As Senior Fiscal Analyst, I design models for fiscal responsibility analytics for county and national governments. I also lead a team of analysts implementing the models in diagnosing various components of fiscal responsibility in devolution context, including: debt sustainability, public expenditure decomposition, vertical imbalance in revenue allocation, sustainability of the wage bill, credibility of budgets, feasibility and viability of public investment as well as transfer dependency by county governments. Achievements:-Innovated two projects currently running at the commission: County Creditworthiness Initiative (CCI) and Fiscal Responsibility Reporting-Oversaw pilot rating of Kisumu, Bungoma and Makueni in early 2020 under the CCI-Tabled a framework for fiscal responsibility report -Made technical input on vertical imbalance that culminated into the proposal to increase minimum revenue allocation to county level of government from 15% to 35% in the upcoming constitutional amendment under the Building Bridges Initiative (BBI)

The role collaborated closely with the CEO and the Director for Corporate Services. As the chief of Chairmans's staff, I managed his workflow, administered his office, performed his analytical work, provided operational and program support, managed communications and information, managed stakeholder relationships and performed corporate level responsibilities.
