CurrentMr. Cecil offers a wealth of relevant water resource experience gained in Colorado, Wyoming, California, Arizona, Florida, Nevada and Utah. This experience includes the development and operation of hydrologic/hydraulic watershed and stream models. He holds a Masters of Engineering Degree in Water Resources from the University of Florida and is a Certified Floodplain Manager. He is also an active member of the Colorado Association of Stormwater and Floodplain Managers and is a former chair of the outreach committee. His greatest area of interest is the implementation of sound floodplain management strategies in an effort to improve matters of life/safety, stream stability, water quality, and habitat preservation.His range of experience includes surface water modeling, groundwater and contaminant transport modeling, floodplain studies, stormwater master plans, regional detention design, water quality design, storm sewer design and general civil design. This experience is used to successfully oversee public sector projects on which he is responsible for quality control, client management, and ultimate project delivery.
