Identify key political, social, economic and technical factors that affect the RESTORE Council's outward-facing communications approach. Develops, recommends and implements communications and interagency strategies to address the identified needs. Develops and implements a communications and public engagement program that will have an impact on all of the agency's constituencies including the five Gulf Coast States, Federal Council members, the press, other stakeholders and the public. Develops and recommends program strategies for leveraging RESTORE Council resources in order to achieve communications and external affairs program objectives. Provides authoritative input to the RESTORE Council's Strategic Plan, Annual Report, Congressional Presentations and public-facing materials. Provides overall direction for the communications and external affairs programs. Develops and directs the implementation of a communications strategy to engage stakeholders in the accomplishment of agency mission. Proactively anticipates public and stakeholder reaction to agency announcements and advises management on strategies to ensure the message is delivered effectively. Oversees and develops message content for senior leaders to use for strategic communications with government, media, private and public sector stakeholders and the public. Establishes and maintains effective working relationships with members of the news media and specialized groups interested in the Council's programs. Prepares responses to information requests from the news media and specialized and general publics on the Council's program in written and oral form. Oversees the development of content for RESTORE Council's web site.
