Scott Phillips, USPHS, is a Lab Chief for the Laboratory of Analytical Chemistry in the FDA Center for Biologics Evaluation and Research (CBER). Prior to his new role, he was a Lead Reviewer in the Center for Devices and Radiological Health (CDRH) OHT6 (Orthopedics) and a long-term Research Leader in the Laboratory of Microbiology and Infection Control, in the Division of Biology, Chemistry and Materials Science in CDRH. He is a recognized expert in the field of regulatory science, analytical chemistry, medical device biofilms and antimicrobial device technologies. He developed the first performance testing strategy rubric for antimicrobial devices (Nature Reviews Biomedical Engineering 2023) and pioneered the concept of Medical Devices on Chips (Guan et al. Nature Biomedical Engineering 2017, 1, 0045). He was the PI of a 3-hospital study of tje cleanliness of endoscopes at the point of reprocessing (manuscript in preparation), and Co-PI on several projects studying biofilm-associated infections. He has led projects involving collaboration with industry and academia, including negotiation and development of multi-party collaborative agreements needed to do groundbreaking research. He has supervised 29 students and postdocs at FDA, and has over 50 publications, several book chapters and one patent. In 2014, he co-organized a workshop at FDA on Medical Device Biofilms which was attended by over 430 people. He has numerous recent peer-reviewed papers on bacteria-material interactions and biofouling, and has provided over 350 consults in the past 8 years on antimicrobial medical device technology, chemistry and mechanism of action to CDRH reviewers. He is also an active contributor to the ISO TC-150 standard development for performance testing of antimicrobial devices.

I lead research and regulatory science efforts targeting the problem of medical device associated healthcare acquired infections (MD-HAIs), which cost >$28 billion annually and result in ~90,000 deaths. Our group has been awarded 17 direct and collaborative grants totaling ~$2,500,000 to build infrastructure and do research needed on medical device associated biofilms. My primary contributions to the field are the invention of "Medical Devices on Chips", my work on bacteria-material interactions and analytical approaches for studying biofilms in the clinic and in preclinical testing.I have authored over 50 publications (IF=22) in the areas of analytical chemistry, regulatory science, and medical devices with antimicrobial effects. I have mentored 29 students and postdocs at FDA, review manuscripts for over 10 journals as well as grants for NIH, NSF and DARPA and FDA, and have been on the dissertation committee for three graduate students. I co-led a public workshop at FDA entitled "Biofilms, Medical Devices and Anti-Biofilm Technology", reported in the American Journal of Infection Control (See Publications, below). I am currently involved in Standards development efforts to provide a roadmap for testing of devices with antimicrobial effects.I was awarded the PHS Meritorious Service Medal for my leadership in research to help identify and eliminate causes of contact lens associated keratitis outbreaks threatening the 40 million wearers in the US, and I received the 2019 FDA Chief Scientists Publication Award for developing a method to detect hidden biofilms on endoscopes. As an expert on chemistry and biological risk assessment, I have provided over 350 scientific analysis consultations for pre-market submissions and represented FDA in over 50 face-to-face meetings with corporate executives.
