(January 2017 to April 2017) - Seconded to EPC Contractor on IWPP Power Station Project in Abu Dhabi. Manage a number of key subcontractor accounts including claim management.(June 2016 to December 2016) - Seconded to EPC Contractor on Oil Derivatives Industrial Facility in Abu Dhabi. Update and develop existing extension of time claim to incorporate recent delay / cost events including Force Majeure weather event and disruption. Prepare shortened commercial / contractual reports based on consolidated Heads of Claim for ease of understanding of claim events and to ease the negotiation process between Contractor and Employer. Coordinate with Delay Analysis and Quantum functions. (March 2014 to April 2016) - Seconded to Project Engineer working on Coal Fired Power Station Project in South Africa. Systematically review Contractor delay event submissions and requests for additional payment, compile Sub-Clause 20.1 response to the principles of the Contractor’s claim/s, approving or disapproving and requesting additional particulars where appropriate. Carry out detailed assessment of Contractor ‘proven’ P&G time related costs, splitting into core and sectional, for the purposes of evaluating prolongation costs for additional payment where extension of time entitlement was applicable. Draft response letters to the Contractor on related contractual issues including recovery of Head Office overheads, the process for allocating Contractor P&G costs, and assessment of concurrent delays. Maintain Claim Event Register/s and monitor progress through to claim determination via Claims Status Matrix and Monthly Deliverables Report updating the Employer periodically. Facilitate and attend FIDIC prescribed Sub-Clause 3.5 Consultation Meetings between Employer and Contractor as a representative of the Engineer and provide input when requested. Prepare Sub-Clause 3.5 Determination Reports where claim agreement could not be realised between Employer and Contractor.

This project was awarded as an EPC design and build type contract where the Front End Engineering Design (FEED) was developed into a fully detailed design by the EPC Contractor.The work comprised demolition and soil improvement work, civil engineering structures, architectural structures, mechanical structures, mechanical equipment installation, specialist mechanical process installation, pipe work installation above and below ground, electrical installations to substation and cabling / wiring of equipment and testing and commissioning of all structures and equipment.Duties included advising the project team on all aspects of the Contract and interpretation of the various contract documents and procedures, raising contractual notices and other relevant correspondence to the Owner, managing the variation/change account and negotiating final value, preparation and submission of interim and detailed particulars for the extension of time claim, manage commercial and contractual issues relating to novated specialist contractor appointed by Employer for the Membrane Bio Reactor (MBR) package which accounted for 20% of the total Contract Value, and participate in the Hazard Identification Study (HAZID) between the Owner and Contractor and then coordinate action items with relevant Discipline Engineer.Kevin was also involved in resolving certain technical aspects of the project including complete management of the noise modelling study, sulphur dust sampling study and the aeration diffuser system replacement. This required the procurement of specialist vendors, issuing Method Statements, Health and Safety Assessment and Risk Assessment to the Owner for approval, obtaining vendor personnel work permits, coordinating and monitoring work progress, and submitting final report and test results on completion.

The project scope of work required the construction of roads and installation of infrastructure services.Duties included preparing, submitting and periodically updating interim detailed particular claim submissions for extension of time and additional payment. Extension of time claims were required to cover delays to the fire fighting network, 11 kV network, LV network and street lighting network, potable water booster pumping station and streetscape works including suspension of the Project. The claims process required the establishment of a system for monitoring submission of event notices and detailed particulars required under modified FIDIC fourth edition 1987. To assist with claim management a new system was implemented for the electronic logging and retrieval of scanned documents via correspondence databases primarily to assist in the preparation of claim narratives but also for general site use. Managed a team of 5 senior QS’s and 6 assistant QS’s.
