Mike Keyser has a wide breadth of experience as both a cooperative and municipal utility CEO, member of a Governor’s cabinet, and an Assistant Attorney General and consumer advocate.Mr. Keyser created and launched SolarizeBARC, a comprehensive set of solar solutions that includes utility scale, rooftop and community solar, as well as battery storage and EV charging. He developed the first community solar program in the Commonwealth of Virginia without enabling legislation or a PUC proceeding. He also developed the largest school solar project in Virginia. At 1.1 megawatts, the project provides over 50% of Bath County Public School’s annual energy needs at costs that are fixed for the next 20 years, with no premium to today’s electric rates.Mr. Keyser created and launched BARC Connects, an $80 million project to provide fiber-to-the-premises (FTTp) to all BARC Electric members as well as neighboring communities. BARC Connects provides high-speed Internet, VoIP telephone, TV and managed network services, and supports the electric utility’s smart grid and DR/EE initiatives.In 2009, Mr. Keyser commanded ASPA’s response in the aftermath of an 8.3 magnitude earthquake and resulting tsunami, which destroyed the company headquarters and main power station. Throughout the disaster response, Mr. Keyser liaised directly with the Governor and FEMA officials as ASPA’s incident commander.
