• Develop the $4.6 MM annual budget encompassing 5 individual programs with various funding sources including, Federal, State, and municipal entities. Created budget “windows” that allowed for both fiscal and annual revenue & expense streams and allocation of funding based on number of students and activities in each program segment.• Maintain and oversee general ledger including revenue, expense, and balance sheet accounts. Effect correct program identifiers and classifications. Performed all accruals, adjusting JE’s, & monthly financial reporting packages. Responsible for full year end close including audit, trial balances, GL reviews, and valuations of inventory on hand.• Create, manage, and update all fiscal policies to guidelines set forth by federal, state, and GAAP regulations.• Supervise payroll function & personnel from processing to reporting including W-2, 940, 941, & 945 Federal tax filing forms. • Manage all contracts & procurement including payroll, insurance, banking & investment, supplies, business equipment, & capital and building leases.• Perform and oversee full cash management and treasury functions including grant drawdowns, bank reconciliations, and cash flow planning.• Oversee both fixed asset and inventory accounting; execute annual SF 425 reporting for capital expenditures greater than $5 K, inventory management, dispositions, and end of year accounting. Maintain full real estate and facility valuations and occupancy expenditures including rents, heat, electricity, maintenance, and other for 8 locations.• Provide leadership and guidance to Executive Director and key management personnel to maintain Federal, State, and other grant requirements. Advise our Board of Directors on funding of strategic initiatives.• Coordinate fiscal year end external audit review, annual fiscal self-assessment, and Federal Monitoring visits.
