Kia is an experienced and strategic executive-level leader that delivers complex projects and organizational change. She builds effective and trusting partnerships with transparency and collaboration across a broad spectrum—elected officials, labor representatives, business and community leaders and members, staff, and colleagues. Throughout her public service career she has earned the respect and trust of leadership by closely aligning organizational goals with her work. Through both public and private sector experience, Kia has developed a broad portfolio of expertise and experience including long range planning, facilities operations and maintenance, capital projects planning, design and construction, real property services, and asset management. She has extensive experience recruiting and retaining large, diverse and high-performing teams with an inclusive work culture that supports individual initiative and innovation. Certified as a project manager, she approaches projects with clear metrics, scope, and timeline for consistent and predictable outcomes. She is a good listener and strong communicator that can succinctly distill complex, technical information. Kia is also a community service leader currently serving as the board chair of the Portland Parks Foundation and is a Governor-appointed board member of the Oregon State Landscape Architect Board.
