Journey-level subject matter expert for Federal Security Director on all issues involving threats to the traveling public from explosives and Improvised Explosive Devices (IEDs). Duties include: applying experience and technical knowledge of explosives to assess threats, educating the screening workforce in the detection of threats, supporting explosive vulnerability assessments in all modes of transportation, deploying in support of risk mitigation efforts to deter, detect, and prevent the introduction of IEDs, IED components or other deadly or dangerous items into the airport environment and participating with evaluation teams in conducting covert drills to determine effectiveness of the training programs, recommending individuals remediation, and identifying potential security vulnerabilities.

Ensure the readiness and training requirements of unit's senior-level Air Force civil engineer teams whose primary mission is augmenting Air Force command staffs during contingency operations.

• Commanded 100+ airmen ensuring readiness and worldwide deployability of Prime BEEF, Explosive Ordnance Disposal (EOD), Fire & Emergency Management personnel.• Assistant U.S. Property & Fiscal Officer for Real Property and Base Fire Marshall of the 142 FW, tenants & geographically-separated units (GSUs); ensures accountability and regulatory compliance of all 766,000 square feet in 69 buildings over 229+ acres of property and supporting infrastructure.• Led planning, programming, design and construction project management for $12M+ engineer program.

• Successfully managed base sustainment through execution of more than $2.5M of construction and repair to Virginia Air National Guard real estate at Camp Pendleton, Richmond and Langley Air Force Base locations.• Led 200+ personnel executing National Guard Civil Support (NGCS) responsibilities in state emergency response plans, including the deployment of FEMA Region III’s Disaster Relief Beddown Set (DRBS).• Responsible for entire environmental program encompassing hazardous material, hazardous waste, pollution prevention, recycling and other programs addressed in the AF’s Environmental Management System (EMS).

• Founded the research effort to conduct an incremental value assessment of the vehicle-borne improvised explosive device (VBIED) tool kit deployed by DHS Science & Technology (S&T) and the DHS Office of Bombing Prevention for improved civilian bomb squad capabilities to respond to a domestic VBIED incident.• Served as the deputy task leader for the Analysis of Alternatives (AoA) of the DHS Domestic Nuclear Detection Office (DNDO)’s International Rail (IRAIL) mission which addresses securing U.S. borders against radiological and/or nuclear weapons of mass destruction through employment of various materiel and non-materiel solutions.• Created guide to facilitate interagency collaboration and emergency management planning between Intelligence Community members and non-Title 50 agencies involved in medical and health security intelligence.• Developed improvised explosive device (IED) model to analyze domestic threat and current counter-IED efforts.• Co-authored report on lessons learned and best practices in domestic and international emergency response with primary focus on U.S. Agency for International Development and Department of Homeland Security operations.• Served as a primary researcher in the development of a federal government public communication strategy to mitigate the effects of a 10-kiloton improvised nuclear device detonation (National Planning Scenario #1).

• Directly supervise eight EOD technicians in support of State and Federal EOD missions and operations to include the location, identification, rendering safe, recovery and destruction of US and foreign clandestine nuclear, chemical, biological and conventional ordnance to include improvised explosive devices (IED) and weapons of mass destruction (WMD).• Responsible for the accountability, training, and maintenance of highly-technical and sensitive EOD and CBRNE disposal and detection equipment.• Facilitate and coordinate the novice, intermediate, advanced, and continuing training requirements to effectively mitigate current threat models and paradigms in support of the counter and anti-terrorism missions. • Graduated U.S. Naval School Explosive Ordnance Disposal, Eglin AFB receiving premiere instruction on ordnance and device functioning, demolition procedures, tools and methods, ground & air ordnance, improvised explosives devices, chemical, biological, nuclear weapons & weapons of mass destruction.

• Served as the J4 point of contact regarding affecting appropriate equipping and sustainment of National Guard units whose mission is to respond to a domestic CBRNE incident within the first 72 hours following the incident. • Directly managed $178 Million in equipment, transportation assets and facilities with a correlating influence on the readiness and response time capabilities of National Guard WMD-Civil Support Teams (WMD-CSTs), CBRNE Emergency Response Force Packages (CERFPs) and Homeland Response Forces (HRFs). • Founding member of the HRF Implementation Team, responsible for the Joint Mission Essential Equipment List process utilized by the 10 newly-designated HRFs which provide critical command and control, decontamination, search and recovery, medical, and life-support services to each FEMA region.• Represented J4 at Joint Operations Coordination Center, assisted in preplanning/coordinating logistics support with representatives from Joint Force Headquarters-States and agencies including FEMA, NORTHCOM J4, DLA, USTRANSCOM, USACE and GSA.• Directed facility and infrastructure analysis of NORTHCOM equipment storage facilities which served as a basis for future programming and rehabilitation actions.

• Operated as field responder representing NYC-OEM at emergency incidents as a member of the field operations section to facilitate on-scene interagency coordination, resource requirements, ensure National Incident Management protocols are followed, and other key emergency management field operations functions.• Founding member of the NYC-OEM; Operations Division; Planning Section, designed to coordinate Incident Action Planning during long-term recovery incidents. Recent incidents at which Planning Section responsibilities were executed include: multiple high-profile crane collapses, large-scale power outages, vehicular HAZMAT incidents, and catastrophic fires.• Served as the NYPD liaison to coordinate OEM operations during the following high profile events: New York City/ING Marathon, Macy’s Thanksgiving Day Parade, Times Square New Years Eve Celebration, 2008 Papal visit, and others.

• Commander of a fifteen person team of emergency management specialists trained in defensive operations involving chemical, biological, radiological, nuclear, and high-yield explosives (CBRNE).• Officer-in-charge of the new RAVEN Flag Regional Air National Guard Training Site established to train and drill Air Force CBRNE personnel in WMD-Civil Support Team (CST) support functions.• Oversaw the planning and execution of annual disaster recovery operations involving up to 300 US Air Force personnel.• Ensured the requirement for CBRNE, Explosive Ordnance Reconnaissance, and Emergency Operations Center training is met to ensure readiness of all 175th air wing personnel• Author of the 175th Air National Guard Wing’s Contingency Response Plan; a collection of Incident Action Plans for man-made and natural disasters to include terrorist operations.

• Managed a thirty person team of designers, construction inspectors, and administrative support personnel responsible for $190 Million of new construction projects throughout the Queens Borough parklands.• Responsible for the $90 Million design and construction of New York’s new Queens Regional Parks.• Managed $18 million design for NYC Park & Recreation’s newly acquired Gas Tank Park.• Assisted in project estimation and advocating for future funding by city government officials and community groups.• Planned, organized, and controlled the budgets of more than thirty construction projects of varying scope throughout their programming, design and construction phases.

• Successfully managed the design and construction of more than $165 million worth of facility and infrastructure projects while stationed at Langley Air Force Base, Virginia.• Deployed to Al Udeid Air Base, Qatar in 2004 in support of Operations: ENDURING FREEDOM and IRAQI FREEDOM. Successfully managed the design & construction of over $15 Million worth of facility projects.• Spearheaded the installation damage assessment response during and immediately following Hurricane Isabel as a member of the 2003 Langley Hurricane Operations Center staff. • Program Manager for Langley Air Force Base’s $150+ Million hurricane recovery effort including direct supervision of a fifteen person team of project managers and support staff who facilitated the completion of over 200 repair projects in support of recovery operations.• Assigned as unit Force Protection Engineer and successfully ensured project review processes met DOD Anti-Terrorism/Force Protection standards. Directed the design of six separate main-gate design projects valued at over $8.5 million improving base security and protection of Security Forces personnel in consistence with current Joint AT/FP standards and UFC structural codes.
