• Provide policy development inputs while working closely with the CEO, COO to develop the Bid Pricing framework, methodologies and mechanisms governing contracts, tendering policies and processes and ensure their alignment to the overall business strategy.• Work closely with the CEO, COO and provide technical and administrative support during the review and revision of the Bid Pricing framework and other methodologies.• Preliminary review of the calculation of quantity, labour and plant requirements and arriving at the cost of works based on standard/obtained rates & issuance of quotation. Review Quotations & Bids prepared by Estimators. • Release of proper budget and documents to the post-contract/ Execution on award of the project & Review of Budget prepared by estimators. • Review of technical tender documents prepared by the Estimators, whether the same are as stipulated by the tender requirement.• Reporting to the Nodal Head at regular intervals, in particular pertaining to capacity utilization rate, in order to give the Nodal Head an insight into the departments financial and operations situation.• Manage the department as outlined in the HR policy, within the framework of HR Policy and in consultation with the HR Department, in order to achieve an appropriate qualitative and quantitative staff in the department.• Take responsibility for quality, safety, health and well-being and the environment within the department and its works in accordance with quality policy, in order to assure the quality of work, safety, health, well-being and environment of the staff.• Train the technical staff for proper functioning of their responsibilities and to maximize the out put.

• Preparation of Preliminary analysis with budgetary price on receipt of an enquiry/ Tender. • Assisting the Senior QS / Manager in preparation of Technical or Commercial analysis on decision to go ahead. • Detailed study of Projects / Enquiry.• Perform Quantity Take offs & BOQ compilation.• Prepare of Queries pertaining to the Tender enquiry if any. • Float Enquiries to the vendors & follow ups.• Coordinate with Vendors or sub-contractors for better prices & Value engineering options.• Analyzed and value quotations from Subcontractors/ Vendors for preparing estimates.• Determined cost of construction for bid.• Communicating with persons inside and outside the organization for necessary information and documents for preparing bid submission.• Prepare upon award of the project a summary of the job including cost of labour, material, quantity and quality of the material required strictly as per the specification of the client to ensure that they are as per the prescribed parameter.• Assist Estimating Manager, in implementing strategies and plans to ensure that estimating process takes place in most professional and cost effective manner, in coordination with Quantity Surveying department.• Prepare estimates, for the QS, to obtain the approval of the client/consultant of the variation in the labour and material cost arising out of a change in drawing proposed by the client.• Assist the Chief Estimator in drafting a final report on pre and post completion cost so as to enable the management to assess the profitability on the job.
