CORs represent the contracting officer and assist in administering contracts. CORs perform their roles by verifying contractor performance, inspecting contractor work, and maintaining liaison and direct communication with the contractor. The COR’s role bridges the acquisition and functional communities. The commander has no command and control authority over contractor personnel or the duties that a COR performs in support of a contract. The COR oversees contractor performance for both the commander and the contracting officer. CORs understand Government and contractor responsibilities, work that is covered (and not covered) by the contract, the process for addressing performance deficiencies, and the process for making contract changes. The COR also identifies when a contract needs contracting officer intervention (e.g., payment support, requirement changes, and corrective actions).

The mission commander is responsible for the overall conduct of the mission. He oversees and approves mission planning to comply with the ATO, flight schedule, and detachment SOPs. The mission commander ensures that the UAV adheres to the mission plan and coordinates any change with the DASC. The mission commander ensures that pertinent information obtained by the UAV is passed to the supported unit, and as required, to higher headquarters during the mission. He is knowledgeable in all phases of the UAV operation. He develops UAS requirements and identifies appropriate payloads to satisfy the collection requirements for each mission and acts as the commander's advisor on employment of the UAS, payload/sensors, and weapons, recommending appropriate TTP for each mission. He is responsible for ensuring UAS operators adhere to standardization and safety programs by having UAS crews adhere to mission briefing parameters, including airspace deconfliction as directed by ATC and the air tasking order (ATO).

The Fleet Current Readiness Action Officer utilizes Enterprise AIRSpeed best practices to achieve warfighter requirements while providing best value and continual improvement in the current readiness process. A large portion of the responsibility of the AO is to monitor readiness, maintenance, and cost metrics for trends and indications of changes in trends as a result of AIRSpeed and/or barrier removal activity. The AO works with the Logistic Lead to leverage existing resources to gain full-spectrum cost expertise and visibility by better integrating Cost-related Subject Matter Experts (SMEs) into the process. The AO also utilizes appropriate SMEs to establish Barrier Removal Teams to facilitate identifying barriers to performance improvements, and ensures gap closure activities are being promptly implemented and tracked to completion. The results from the fleet-wide metrics are gathered, analyzed, and briefed monthly to the Current Readiness Cross Functional Team (CR CFT) and yearly to the Marine Aviation Executive Review Board (MAERB).

Baghdad, Iraq

The Biometrics Operations Officer is responsible for tracking, coordinating and controlling all operational biometrics activities in the Iraqi Joint Operations Area. This included monitoring and providing support to all deployed biometrics systems in the AOR and ensuring that all biometrics users had initial and recurring required training. Duties also included analyzing available biometrics intelligence and briefing the Biometrics Chief and J34 Operations regarding any potential issues with biometric activities. Areas of focus for operations included the contract security force providing security at Baghdad International Airport as well as all other ports of entry and border crossing zones. Inter-agency collaboration included working with the US Department of State, the FBI, and the CIA; as well working with the Iraqi Ministries of the Interior, Transportation, Defense and the Iraqi National Intelligence Service.

Supervised the daily schedule (build and execution) for nearly 200 student naval aviators and flight instructor pilots. The schedule enabled the squadron to meet Integrated Pilot Production mission, while concurrently maintaining instructor pilot qualifications, and annual training requirements. Squadron flew over 23,000 hours and completed over 12,000 student flights during this time. Stood in for the Commanding Officer and Executive Officers during their absence from the squadron and also advised them in all matters pertaining to current and future squadron operations.
