A senior leader and global expert in health and sustainable development, possessing over 20 years of experience building strategic relationships and organizational partnerships to successfully acquire and sustain external funding to develop complex programs to strengthen systems and build capacity. Specific areas of expertise include new business development – grant writing, proposal development, and donor cultivation; program design and management; and evaluation research. Over the last decade, Dr. Shields-Haas has held executive positions as director or co-director, leading more than a dozen externally funded projects ($100k - $12M) in Africa and the U.S., delivering outcomes on or ahead of schedule and within budget. Highly familiar with all stages of the grant life cycle, she possesses significant experience in proposal preparation, budget development, process management, and project closeout. Dr. Shields-Haas is well versed in leading effective teams and has devoted an important part of her career to strengthening capacity in proposal development and grants management among diverse audiences globally. Her experience includes co-designing and delivering professional workshops on grant writing, proposal development, and grants management as well as leadership development, monitoring and evaluation, and strategic planning.She has successfully secured external funding across multiple donor types and cultivated long-term strategic relationships. She grew a program portfolio from $400k to $20M in continuous funding during a 15-year period in Rwanda, leading to the establishment of Rwanda’s first School of Public Health. She has resided long-term in Kenya, Rwanda, and Uganda, collaborating closely with host national governments, UN agencies, U.S. federal agencies, civil society, foundations, and academia.
