He loves challenging civil servant preconceptions of management consultancy, showing it is possible to eschew traditional business models and achieve lasting impact.Laurence is a successful and experienced consultant with a background in large-scale programme and project management, with a specialism is benefits management. Althought delivery has been the predominant area, he has worked across local and central government, agencies and bluelight in most areas of organisational development and change. When he was still leading assignments, he worked within a number of government departments and agencies, including a period of time seconded into Defra during EU exit.He was a civil and public servant for nine years, mostly working in the NHS in adminstration, strategy, project and programme roles. He used his knowledge and experience from major IT programme implementation to design and implemented practical benefits-led change frameworks in several organisations helping them maintain a focus on outcomes has been a regular focus of his work. A proponent of people-focused, proportionate programme management, Laurence led the establishment and development of Programme Management Offices (PMOs) at SHA, PCT and Foundation Trust level in the NHS and within the Ministry of Justice during the pandemic.He now seeks to inspire and transfer knowledge to others in how to apply P3M successfully and contribute to the conversation inside and outside the profession about improving delivery quality for the benefit of UK service users and taxpayers.
