As a Data Center Federal Security Manager (FSM), I am tasked with driving operational security excellence in a three-story data center housing critical data for our clients. Supervise all security aspects of the campus to include physical and industrial security along with the anti-terrorism/force protection program. Identifying physical security gaps and shortcomings, that are vulnerabilities to our campus security program. I interface and direct vendors involved in new security construction, repairs, daily security operations and patrols and planning. I extract metrics and observe improvements by looking at hard data. Make daily suggestions on improving electronic surveillance and access controls. Direct efforts to educate data center occupants on false alarm reductions. Continually writing, updating, and implementing security processes and procedures. I write reports, create presentations, and communicate with corporate management on the status of our overall security compliance to physical security operations. • Provide comprehensive program security guidance concerning physical, operational, technical, industrial, counterintelligence, and media issues.• Create, implement, communicate, and manage security requirements at a large, government accredited, multi-facility data center site while providing day-to-day multi-discipline program security operations support.• Draft, review, and implement security documentation to include transportation plans, procedures, and CONOPs.• Proactively identify program and physical security requirements, problems, and sound solutions to successfully sustain and enhance the security of program execution.• Perform and/or support the operations and maintenance of security hardware and systems employed onsite to meet client requirements.• Manage 25-armed security officers for immediate onsite responses.• Conduct monthly and annual security compliance metrics, inspections, audits, and accreditations.

Determine adequacy of security related to all documentation, acquisitions, foreign partners, and industry relationships related to the U.S, Department of Defense. As subject matter expert (SME) on Acquisition Security, advise programs and projects on compliance with Federal Information Security Management Act (FISMA), as well as criteria of National security Agency (NSA) Unified Information Security (INFOSEC) (UIC), cryptographic requirements, and other statutory mandates. Collaborate cross-functionally to devise remediation plans that meet these Security, Interoperability, Supportability, Sustainability, and Usability (SISSU) criteria, and adhere to procedures outlined in Clinger Cohen Act’s Author Acquisition Security-related sections of acquisition and contracting programs. • Commenced design of first-of-its-kind Program Protection Plan for Acquisition Software deployment; expected to be recognized as industry standard.• Orchestrate institutional awareness of all aspects of cyber security, including Security Risk, Vulnerability, and Countermeasure Analyses, Program Protection Plans (PPPs), Operational Security (OPSEC), and Operational Security Concepts, in addition to other related system and network security processes.• Track and monitor Defense Contractor Information Assurance (IA) Security measures; review adherence to stated deliverables on DoD IA development, planning, implementation, and ongoing adherence.• Contractor conduit for DD Form 254 classification guidance, and each government agency’s security requirements.

Directed the full-lifecycle security support of air, space, and cyber commands, ensured capabilities and technologies were protected for present and future global operational theaters. Met full security requirements for all Special Access Programs and other disciplines within the security umbrella. Advised senior leaders on security considerations from new project planning through implementation to a secure operational environment. Conducted security assessments for Secret, Top Secret, TS-SCI s Security Compliance Inspections to include third party Inspection Programs. Shaped high level security acquisition goals, strategies, and program synchronization. Formulated safeguards for program Top-Secret SCI material to restrict access to specified leadership, defense, and national security individuals and clearly consistent with their roles. As Division Chief, held government employees and contractors accountable for performance, validated employee performance plans specific to results.• Implemented comprehensive Personnel, Physical, and Industrial Security Program within Special Access Program Enterprise operations. • Instituted security protections proven effective for national defense material against attempted unauthorized disclosures, espionage, and sabotage.• Merged two company security systems and ensured priorities were met successfully, in a timely matter, and with no security incidents; Security Compliance Inspection passed following two successive failures by predecessor

As Command GSSO, directed security within the eight Air Force Wings of Pacific Air Command (PACAF), including 77 Special Access Program Facilities (SAPFs) and 11 Sensitive Compartmented Information Facilities (SCIFs). Supervised $8M budget and team of military, contractors (COR), and civilians who oversaw 3K personnel in addition to 27 industrial security contracts. Evaluated compliance, identified deficiencies, and analyzed vulnerabilities, making recommendations to mitigate or avoid impacts to national defense. Ensured only proper individuals were granted SAP and Top Secret/SCI access. Safeguarded technology and war -fighting capabilities.• Shaped strategies and authoritative policy for all security disciplines, emphasizing Physical and Industrial settings.• Successfully defeated intelligence gathering and risk of information exposure, preventing unauthorized access, compromise, loss or disclosure, destruction, or distortion of classified information, regardless of physical form.• Verified SAPs legal, regulatory, and security compliance; composed goals and objectives for protection.

Responsible for all 3 WG Information, Physical, Personnel, and Industrial Security Programs, operations, and automated information system security for the Special Access Programs. Primary security advisor to the 3WG Commander for 69 assigned F-15C/D/E aircraft. Advised the F-22 Project Integration Office on the bed down security issues. Provided antiterrorism/force protection, classified management, and security education training to support classified programs comprising over 460 personnel. Implemented DoD Industrial Security Directives. Coordinated security matters with higher headquarters and contractors, draft memorandums of agreements and Co-use agreements with other security agencies. Determined the physical security standards necessary for special access programs and sensitive compartmented information facilities on subordinate units. Prepared and reviewed facility accreditation packages, fixed facility checklists, standard operating procedures (SOP), facility diagrams, inspectable space determinations, and other essential physical security documents for high headquarters. Primary oversight for personnel security. Managed special access program billet rosters encompassing the 3 WG. Established procedures for processing program access requests for military, civilian, and contractor personnel. Reviewed and determined eligibility requests for personnel access consistent with directives. Analyzed each request received to determine validity for access indicated, and that all personnel have a valid need to know prior to approving the requests. Established priority processing of requests for personnel accesses and correspondence pertaining to personnel access records. Reviewed SF 86s and similar related material for personal information that adversely reflects on the individual’s loyalty or character to protect SAP information against acts such as sabotage, espionage, sedition, or subversive tendencies.
