• Extensive knowledge of civil rights laws, regulations, principles, practices, and policies. Specifically, 29 C.F.R. §1614, as amended, November 9, 1999, MD-110, Age Discrimination in Employment Act of 1964 and the Equal Pay Act, the American with Disabilities Act (ADA) and 29 C.F.R §1630 and the Virginia Human Rights Act, Virginia Code Chapter 39.• Investigate formal complaints of discrimination in accordance with established policies, procedures, federal and state laws and regulations. Independently design the framework of the investigation to conform to each situation with a minimum of disruption to the work environment. Interview and obtain Sworn Statements/Affidavits from the Complainant, and witnesses. Collect supporting documentation and evidence. • Compose agency decisions where the analysis led to either a no cause or cause finding based on testimony and evidence in the file. • Develop initial agency positions and compose letters to complainants, complainant’s attorney, and respondents. These letters consist of summarizing the respondent’s position, the complainant’s rebuttal, addressing compliance of settlement agreements; and, breach of settlement agreements. •Conciliate complaints of discrimination for resolution. Compose settlement agreements.

Independently design the framework of the investigation to conform to each situation with a minimum of disruption to the work environment. Collect supporting documentation and evidence from a variety of sources. • Analyze and review case data relative to Reports of Investigation (ROIs) completed by contract investigators. Analyze and review Investigative Plans (IPs) completed by contract investigators. • Compose ROIs which are reviewed by third parties, i.e., the Departmental Office of Civil Rights Adjudication Team in order to render a final agency decision or; (2) an Administrative Law Judge at the Equal Employment Opportunity Commission at the hearing level. Reports of Investigations were recognized by the DOT's General Counsel and other operating administrations’ General Counsels to be well-written and concise. • Develop initial agency positions to complainants, complainant’s attorney, and, servicing Civil Rights Offices. Composed letters accepting or dismissing formal complaints; addressing compliance of settlement agreements; and, breach of settlement agreements. • Develop and conduct presentations to counselors of the servicing Civil Rights Offices within DOT as part of the Washington Regional Director's presentation team. • Train and monitor new investigators in all aspects of the investigative process. • Mediated complaints of discrimination for resolution. • Authored the data entry section for the complaint tracking systems of the Investigator Procedures Manual (IPM) to reflect each stage of the process from the beginning (Counseling Stage) to the end (FAD or EEOC decision).
