Regional Organized Crime Information Center

Franklin, Tn, Us

Lieutenant

City Of Franklin, Tn

I was promoted to Lieutenant in October, 2014. I was tasked with the supervision, management, and oversight of the Emergency Communications Center and the Records Section of the Franklin Police Department. The Franklin Police Department’s Emergency Communications Center (ECC) is staffed 24 hours a day by public safety telecommunicators tasked with providing the vital communications link between citizens and first responders. The ECC is responsible for answering 9-1-1 and non-emergency phone calls, and providing dispatch service to the Franklin Police Department and Franklin Fire Department. The Records Section is responsible for processing all of the documents generated by patrol officers, as well as other documents that come through the Franklin Police Department that are related to police actions. A majority of these documents include offense reports, traffic crash reports, and citations for moving and non-moving violations, however there are a myriad of other support documents that are processed and filed. Additionally, the Records Section registers and renews all commercial and residential alarm permits for the City of Franklin and handles all of the Tennessee Public Records Act requests for the police department. As of June 2015, I have been assigned as Lieutenant over the Field Operations Division ALPHA SHIFT for the Franklin Police Department.. ALPHA SHIFT works from 9pm to 7am, and is responsible for all uniformed patrol functions. It is currently staffed by three sergeants, four master patrol officers, and 16 patrol officers. In the spring of 2016, I took on the coordination and management of special event involvement for the Franklin Police Department as well as oversight of the extra duty employment program for the PD. Additionally, I oversee and manage the ADVANCED and SPECIALIZED TRAINING, new officer recruitment efforts, and new recruit officer training/ field training for the police department.

Sergeant, Police Department

In 2007, I was promoted to sergeant and tasked with supervising the newly formed Special Victims Unit. I directly supervised four detectives who investigate cases that involve sex crimes, domestic and family violence, child sexual and physical abuse, and other cases with juvenile victims or offenders. Additionally, the unit managed the sex offender registry. Two of the four detectives were full time child exploitation investigators with the Internet Crimes against Children Taskforce (ICAC). These two detectives, as well as myself, were federally deputized special agents who were also part of the FBI’s Joint Cyber Crime Taskforce.During this time, I had the chance to give many lectures and presentations to a variety of civic groups, parents, children, educators, child advocacy professionals, and law enforcement professionals on child exploitation// cybercrimes investigations. I participated in training conferences as a lecturer/educator and conducted in-service training sessions for a variety of law enforcement agencies and officers on that subject throughout the State of Tennessee. As of 2011, I returned to the Operations Division as a uniformed patrol shift supervisor (Sergeant). I am a member of a team of supervisors (2 additional Sergeants and a Lieutenant) that are responsible for and oversee the day to day operations of a contingent of uniformed patrol officers. I am a current firearms//shoothouse instructor for the police department. I continue to coordinate and supervise background investigations conducted on potential FPD new hires. I also present and lecture “in-house” on topics such as conducting background investigations, report writing, and search and seizure. I also oversee the Crisis Negotiations Team, which consists of 6 team member negotiators.

Feb 2007 - Oct 2014

Detective

Franklin Police Department

I joined the Criminal Investigation Division as a general detective, as well as having the responsibility of managing sex offenders on the sex offender registry and conducting background investigations on prospective police department new hires. In 2005, I was given the opportunity to begin investigating child exploitation as the Franklin Police Department joined forces with the Knoxville Police Department and became a satellite office for the Internet Crimes against Children Task Force (ICAC).

Aug 2004 - Feb 2007

Patrol Officer

Franklin Police Department

I have been with the Franklin Police Department since August of 1999. As a uniformed patrol officer, I was a member of the Special Response Team (tactical unit- marksman/observer) and the Problem Solving Team (PST- which investigated street crime and street level narcotics violations) in addition to regular patrol duties. I was promoted to detective in 2004.
