• UX & Requirements Lead. Clinical Research Network. Led the business workstream of a project to deliver a new Portfolio Management System. This was a challenging project that included replacing 3 legacy systems and integration with a number of existing external systems. Using a rigorous Agile approach, the project successfully delivered in 8 months what a number of previous attempts had failed to do over an extended period.• Project Lead. NIHR. Led the project to re-design and re-platform the National Institute of Health Research’s public website from an out-dated, organisation-focused website to a user-focused, responsive design delivered on a modern CMS. Luke engaged over 50 organisations within NIHR to ensure the diverse range of needs were met and provided extensive communications, support and training to the user base as well as undertaking a market analysis to select the supplier who Luke worked closely with.• UX Lead. NHS England. Award winning. Led the UX work that delivered a cloud-based Integrated Intelligence Tool for the Senior Executive Team at NHS England. The project won ‘Big Data Project of the Year’ at the UK IT Industry Awards 2013• Requirements Lead. British Council. The British Council engaged PA to act as an independent supplier to run the procurement for the re-tendering of Education UK, a multi-channel, international service. As part of delivering a successful OJEU compliant process, Luke led the Requirements work stream and was responsible for the production of the PQQ and the ITT. This involved over 70 engagements with internal and external stakeholder to deliver an output-based specification.

Luke led the user experience and requirements exercise engaging with a large number of stakeholders, many who were senior within the organisation, as part of large transition programme to meet changes in legislation• UX Lead. Met Office - WOW. Award winning. Luke helped deliver a sophisticated cloud-based website allowing enthusiasts, the education sector and the public to view and share almost real-time and historic weather data. WOW won 2 awards at the 2012 UK IT Industry Awards - 'Best use of cloud computing'​ and 'IT Project demonstrating most effective use of Collaborative Technology'• UX Lead. Met Office - DataPoint. To help the Met Office meet the Government’s Transparency Agenda for Public Sector Information, Luke led the user experience design and requirements of the next phase of their DataPoint product ensuring that the conflicting needs of a number of different stakeholder groups were understood as well as engaging with the target user base• Senior UX Architect. NHS. Luke was asked to urgently assess a late-running delivery project that had received very poor results in its pilot phase. In the short-term, Luke helped the NHS, the IT suppliers and their end-users to identify where real, pragmatic change needed to be made due to poor usability and, longer term, helped raise the profile of User Experience to senior levels on all sides• Senior UX Architect. Department of Health. Luke acted within the Central Architects team who supported the various programmes across the DoH and the NHS. Luke provided a range of services including assurance, user interface assessment and design, usability testing design and facilitation as well as general user experience guidance• Senior UX Architect. Connecting for Health. Various projects over a 3.5 year period including working for the CTO to deliver the strategy and business planning for an NHS employee portal and the creation of a ‘Vision’ demonstrator.

Luke had a key role working on the business side of a large £120MM project engaging with HMRC; the IT Supplier and a 3rd party to design a new online tax service for the Construction Industry• Incubation Lab Lead. Securicor. Luke was involved from the beginning of a project to create a new e-business start-up. Luke helped with the creation through to commercial launch and was responsible for the website and also working with agencies to help define the brand, marketing and advertising• Other experience includes design and delivery of an e-learning intranet for BT and UX Lead as part of a new, bespoke application for the Student Loans Company.

Luke joined PA as an Analyst in their e-business team and was promoted to Consultant Analyst, then Consultant, within 2.5 years of a 5-year timeframe. Projects included designing a Global Procurement Portal for ICI and defining a health portal for a FTSE 100 company.

Luke founded Sozo, specialising in Internet consultancy and new media business solutions. Clients included Siemens plc, Victrex plc. and Department of Trade and Industry. Luke presented to CBI and IoD in this role as well as delivering a project that won a Yahoo Japan award.
