CurrentMalcolm Bailey, the principal of South Central Water Company (SCWCO) has been providing water and waste water utility services to residential and commercial developments for over 40 years.SCWCO was formed in 2001 as a regional licensed provider to assist landowners in creating Entitlements required to develop their properties, specializing in processing Waste Water Discharge Permits and Certificates of Convenience and Necessity (CCN), the license required to provide retail water and waste water utility services.In addition, SCWCO is able to help facilitate and coordinate the installation of underground utilities and the construction of water and waste water treatment facilities.Among the many clients and projects in which SCWCO and Malcolm Bailey have assisted include: ExxonMobil Corporation, Freeport-McMoRan, The Hines Development Corporation, BlueGreen Corporation, Barton Creek Country Club, Lakecliff on Lake Travis, The Mischer Corporation, Horseshoe Bay on Lake LBJ, Young Life Camps and dozens more.They have worked with Texas Commission on Environmental Quality and the State of Texas Attorney General’s office in processing foreclosures and acting as receiver for over 20 Systems.
